The conference was co-chaired by Deputy Minister of Industry and Trade Truong Thanh Hoai and Deputy Minister of Agriculture and Environment Dang Ngoc Diep, with the participation of representatives from relevant ministries, sectors and agencies.

At the event, Deputy Minister of Industry and Trade Truong Thanh Hoai said the Government had issued Resolution No. 66.25/2026/NQ-CP dated September 4, 2026, on addressing difficulties and obstacles related to the State management functions, tasks and powers concerning industrial parks, geology and minerals, as well as Decree No. 351/2026/ND-CP dated September 11, 2026, stipulating the functions, tasks, powers and organisational structure of the Ministry of Industry and Trade. The documents take effect on September 15, 2026.

Implementing directions from the Government and the Prime Minister, the Ministry of Industry and Trade has coordinated with the Ministries of Agriculture and Environment, Construction, and Finance to hand over State management functions, tasks and powers concerning geology, minerals and industrial parks to the Ministry of Industry and Trade, ensuring that State management is not disrupted and that people and businesses are not affected.

Deputy Minister Truong Thanh Hoai said the Ministry of Industry and Trade had proactively worked with relevant agencies to review and propose plans to amend related legal documents. At the same time, it would continue to process dossiers and administrative procedures handed over to the ministry, while ensuring that information systems, databases and points of contact for dossier submission remain operational continuously and smoothly.

Speaking at the working session, Deputy Minister Truong Thanh Hoai asked the ministries to continue closely coordinating with the Ministry of Industry and Trade to promptly address difficulties and obstacles arising during the implementation of Resolution No. 66.25/2026/NQ-CP and decrees stipulating the functions, tasks, powers and organisational structures of ministries, in line with the directions set out in Document No. 9272/VPCP-TCCV dated September 11, 2026.

The Deputy Minister also asked the Office of the Government to continue paying attention and providing direction, while requesting the Ministry of Home Affairs to advise on plans for corresponding adjustments to staffing allocations and provide guidance to localities on organisational arrangements when functions and tasks are transferred.

For the Ministry of Agriculture and Environment, Deputy Minister Dang Ngoc Diep said the transfer of State management functions and tasks concerning geology and minerals from the Ministry of Agriculture and Environment to the Ministry of Industry and Trade was aimed at ensuring the principle that one task is handled throughout by a single agency, from research, surveys and reserve assessments to deep processing and exports. Over the past period, the two ministries had proactively coordinated, exchanged views and agreed on the handover plan, ensuring its immediate implementation once the decision was issued.

Assessing the handover process, Vu Hai Nam, Director of the Department of Organisation and Payroll under the Ministry of Home Affairs, acknowledged the proactive efforts by ministries and sectors to urgently complete the necessary legal foundations, facilitating a smooth transfer without disrupting professional operations.

At the conference, Tran Binh Trong, Director of the Viet N am Department of Geology and Minerals, affirmed that the department would continue to stabilise its organisation and ensure smooth management of geology and minerals; accelerate the application of technology, develop databases and strengthen management, thereby contributing to resource security and raw material security for industrial sectors.

At the end of the conference, representatives of the two ministries signed the minutes on the handover of State management functions and tasks, recording the results of coordination and agreement among the agencies during the transfer process and ensuring that management tasks would continue to be carried out smoothly in the coming period.
