On January 9, in Hanoi, the Ministry of Industry and Trade (MoIT) held a conference of its Steering Committee on the development of science and technology, innovation, digital transformation and Project 06. The conference was chaired by Le Manh Hung, Acting Minister of Industry and Trade and Head of the Steering Committee.

Participants included members of the Ministry’s Steering Committee on the development of science and technology, innovation, digital transformation and Project 06, representatives of units under the Ministry, as well as several institutes and enterprises operating in the industry and trade sector.

Reporting at the conference, Nguyen Thi Lam Giang, Director General of the Agency for Innovation, Green Transition and Industry Promotion, said that Resolution No. 57-NQ/TW dated December 22, 2024, issued by the Politburo on breakthroughs in the development of science and technology, innovation and national digital transformation, is being implemented by the MoIT in a prompt, resolute and comprehensive manner throughout 2025. Leadership and direction in implementing the Resolution are carried out in a synchronized way across the sector, initially generating clear and positive shifts in awareness and action.

In 2025, the Ministry focused on achieving breakthroughs in institutional improvement, developing and refining the system of legal normative documents to promote science and technology development, innovation and digital transformation. Assigned tasks were closely implemented, with many key contents completed, thereby laying a solid foundation for the sector-wide digital transformation process. Notably, the implementation of Resolution No. 57-NQ/TW in 2025 recorded numerous prominent and comprehensive results across all three pillars: institutional improvement, digital transformation, and the development of science, technology and innovation.

In terms of institutional frameworks and policy mechanisms, the Ministry actively participated in developing and refining the national legal framework on science, technology and innovation, while promptly issuing guiding documents for the implementation of the Resolution and the 2025 Law on Science, Technology and Innovation.

In the field of digital transformation and e-commerce, the Ministry took the lead in drafting and submitting the E-Commerce Law, which is passed by the National Assembly on December 10, 2025, providing an important legal foundation for the development of the digital economy. At the same time, the Ministry advised and submited to the National Assembly a number of key laws, including the Law on Chemicals and the amended Law on Economical and Efficient Use of Energy, with science, technology, innovation and digital transformation deeply integrated across sectors and fields under its management.

Regarding digital transformation and administrative procedure reform, the MoIT ranked first among ministries and ministerial-level agencies in the index measuring service provision for citizens and businesses in handling administrative procedures and delivering public services. By the end of 2025, the Ministry provided 224 online public services, with more than 99% of dossiers received and processed entirely online, and processes over 640,000 electronic dossiers through the National Single Window and the ASEAN Single Window. Notably, the Certificate of Origin (C/O) Form D became Vietnam’s first electronic document to be officially exchanged with ASEAN countries, contributing significantly to trade facilitation and international economic integration.

In terms of data development and the digital economy, the Ministry completed the construction and operation of the Industrial and Trade Economic Database, ensuring the principles of “accurate, sufficient, clean and live” data. It also completed data connectivity and sharing with the Ministry of Finance on e-commerce activities one year ahead of schedule, supporting efforts to prevent tax revenue losses. The development of the chemical database, together with chemical identification and traceability of chemicals and precursors on the VNeID platform, was implemented in a synchronized manner, ready to serve state management requirements while ensuring security and safety.

In the field of science, technology and innovation, the Ministry issued a plan to implement the list of strategic technologies, announces a list of major challenges of the industry and trade sector for Vietnamese digital technology enterprises to address, and receives nearly 400 proposals for science, technology and innovation tasks for the 2026 - 2030 period. The restructuring and consolidation of the system of research institutes, the enhancement of research and technology transfer capacity, and the development of high-quality human resources were carried out in line with a clear, coherent and synchronized roadmap.

Agreeing with the report and acknowledging the discussions at the conference, Acting Minister Le Manh Hung highly commended the efforts of the Ministry and the Steering Committee in implementing assigned tasks. He underscored the importance and strategic significance of Resolution No. 57-NQ/TW in transforming the country’s growth model and the industry and trade sector, and in promoting industrial and commercial development in a modern, sustainable and deeply integrated direction. Accordingly, the Acting Minister and Head of the Steering Committee requested that units identify specific objectives for 2026 and the period ahead, closely aligned with the conclusions of the Central Steering Committee and grounded in practical realities, adopting an approach that moves from the overall to the specific, while ensuring systemic coherence, continuity and clear orientation.

He further emphasized the need to ensure discipline and timeliness in implementing tasks in the period ahead, while enhancing the effectiveness of coordination among units under the Ministry. In that spirit, Acting Minister Le Manh Hung expressed his confidence that the Steering Committee on the development of science and technology, innovation, digital transformation and Project 06 of the Ministry of Industry and Trade will successfully accomplish its assigned tasks, thereby concretizing the implementation of Resolution No. 57-NQ/TW and creating new momentum for the growth and development of the sector in 2026 and subsequent periods.

The conference also highlighted that 2026 holds special significance as the first year of implementing the Resolution of the 14th National Party Congress, serving as a foundation for the country’s development in the period ahead. Notably, the Notice of Conclusions by General Secretary To Lam at the meeting reviewing 2025 performance and defining key tasks and solutions for 2026 of the Central Steering Committee clearly stated that 2026 is a year to accelerate the implementation of Resolution No. 57-NQ/TW, under the guiding principle of “Breakthrough action, widespread impact of results,” with a focus on producing concrete outcomes that make tangible contributions to national development goals.

In line with this directive, the formulation of the MoIT’s plan for the implementation of Resolution No. 57-NQ/TW in 2026 is renewed in a more proactive, substantive and practice-oriented manner, with the aim of enhancing the effectiveness of implementation across the entire industry and trade sector.
