
Vietnam-China: Opportunities to build a cross-border aluminium industrial chain

On the afternoon of April 3 in Hanoi, the Ministry of Industry and Trade (MoIT) convened a meeting of its Steering Committee on the development of science and technology, innovation, digital transformation and Project No. 06. Member of the Party Central Committee, Secretary of the Party Committee and Acting Minister of Industry and Trade, head of the Steering Committee Le Manh Hung chaired the meeting.

Attending the meeting were Deputy Minister Phan Thi Thang, deputy head of the Steering Committee; Deputy Minister Nguyen Sinh Nhat Tan, deputy head of the Steering Committee; Deputy Minister Truong Thanh Hoai, deputy head of the Steering Committee; along with representatives from units under the MoIT.
At the meeting, Nguyen Thi Lam Giang, Director of the Department of Innovation, Green Transformation and Industrial Promotion, reported on the situation and results of the implementation of science and technology and innovation tasks in the first quarter of 2026 under Resolution No.57-NQ/TW. Accordingly, regarding the development of the 2026 plan, under documents of the Central Steering Committee and the Government’s Steering Committee, the MoIT has been assigned a total of 127 tasks, including 58 tasks with deadlines and 69 regular tasks. Based on the assigned tasks, the department has urgently coordinated with relevant units to review, assign responsibilities and submit to the Minister for the issuance of two ministerial plans for implementation.
Regarding science and technology and innovation, based on the outcomes of working sessions, the department has reported to the Minister and proposed a list of major challenges of the industry associated with sectoral development goals. The department has worked with groups of units, enterprises, institutes, universities, experts and associations to identify science and technology solutions that can contribute to addressing these major challenges, determine strategic technologies and strategic technology products, thereby proposing a list of strategic technologies for the industry.

Regarding digital platforms, applications, administrative procedures and online public services, the ministry’s data center has been operating stably, ensuring the safety of all shared systems such as document management, email, the e-portal and internal administration systems. The information system for handling administrative procedures under a centralized, unified and shared model from the central to local levels has continued to be upgraded and improved. From January 1, 2026 to March 30, 2026, the system received 27,106 dossiers, of which 26,822 were submitted online, accounting for 98.5%.
Regarding the connection to the new National Public Service Portal, the MoIT is one of the first two ministries (along with the Ministry of Science and Technology) to complete technical configuration and test operational workflows in the official environment. At the same time, the ministry has provided full API addresses to facilitate the connection between its administrative procedure handling information system and the National Public Service Portal through the data integration and sharing platform. This result shows that the ministry is ready to operate under the new architecture, ensuring interoperability and synchronization with the national system.

Based on the report and discussions at the meeting, Acting Minister Le Manh Hung acknowledged the efforts of the Steering Committee in implementing tasks set out in Resolution No.57-NQ/TW. He also stressed that in the coming time it is necessary to continue promoting the implementation of the tasks under Resolution No.57-NQ/TW in order to create new drivers for growth and development of the industry in 2026 and the following period.
Accordingly, the acting Minister assigned specific tasks to the Steering Committee and each unit, emphasizing that the implementation of Resolution No.57-NQ/TW must be carried out in a synchronous and substantive manner across all aspects, closely linked to the sector’s operations, concretized in strategies and reflected in clear outcomes.
