Announcing decisions on the transfer and appointment of leadership officials
The conference was attended by Standing Party Committee member and Deputy Minister of Industry and Trade Truong Thanh Hoai; Standing Party Committee member and Deputy Minister of Industry and Trade Nguyen Viet Son; Deputy Secretary in charge of the Party Committee of the Ministry Phan Van Ban; and Standing Party Committee member, Head of the Organization Commission and Director of the Department of Organization and Personnel Tran Quang Huy. Also attending the conference were heads of units under the Ministry and representatives of the leadership and officials of units whose personnel were transferred and appointed.

Following the implementation of Decree No.351/2026/ND-CP dated September 11, 2026, prescribing the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade, and the Resolution of the Standing Party Committee of the Ministry on personnel work, the Minister of Industry and Trade signed decisions on the transfer, appointment, and reception and appointment of leadership and management officials at agencies and units under the Ministry.

At the conference, Director of the Department of Organization and Personnel Tran Quang Huy announced the decisions on the transfer and appointment of MoIT leadership officials. Accordingly, seven officials were appointed as heads of units, including Le Trieu Dung as Director of the Department of Foreign Market Development and Multilateral Trade; Bui Huy Son as Director of the Department of Planning and Finance; Nguyen Thi Lam Giang as Director of the Science, Technology and Digital Transformation Agency; Le Hoang Oanh as Director of the E-commerce Agency; Tran Binh Trong as Director of the Geology and Minerals Agency of Viet Nam; Nguyen Truong Giang as Chief of the Office of the National Council for Evaluation of Mineral Reserves; and Tran Thanh Tung as Acting Director of the Energy and Petroleum Agency.
For deputy heads of units, the Minister also signed decisions on the transfer and appointment of officials. The Department of Foreign Market Development and Multilateral Trade has nine deputy directors, namely Do Quoc Hung, Nguyen Thao Hien, Vo Hong Anh, Nguyen Viet San, Nguyen Hong Duong, To Ngoc Son, Pham Quynh Mai, Nguyen Viet Chi and Ngo Chung Khanh. The Industry Agency has two deputy directors, Do Thi Minh Tram and Nguyen Van Thinh. The Geology and Minerals Agency of Viet Nam has three deputy directors, Tran My Dung, Le Quoc Hung and Tran Phuong.

The Office of the National Council for Evaluation of Mineral Reserves has two deputy chiefs, Le Van Luong and Pham Minh Khoi. The Energy and Petroleum Agency has three deputy directors, Trinh Duc Duy, Dang Hai Anh and Dang Hai Dung. The Science, Technology and Digital Transformation Agency has four deputy directors, Tran Minh, Dao Duy Anh, Nguyen Viet Tan and Hoang Ninh. The E-commerce Agency has two deputy directors, Lai Viet Anh and Nguyen Thi Minh Huyen. The Department of Planning and Finance has three deputy directors, Tao Thi Kim Van, Do Vu Anh Thu and Mai Thu Hien.

A milestone marking a turning point for the industry and trade sector
At the conference, Deputy Minister Truong Thanh Hoai stressed that September 15, 2026 marked a milestone of significance for the industry and trade sector, as Resolution No.66.25/2026/NQ-CP and Decree No.351/2026/ND-CP officially took effect. According to the Deputy Minister, this was not merely an administrative adjustment, but a strategic shift aimed at comprehensively restructuring the sector's development space. Under the new model, the Ministry's apparatus has been streamlined to 21 units, while expanding and creating new important areas of state management, including geology, minerals and industrial parks, alongside more demanding requirements for digital transformation, a green economy, renewable energy and trade remedies amid deeper international integration.

On behalf of the Ministry's leadership, Deputy Minister Truong Thanh Hoai congratulated the officials who had been entrusted with new responsibilities. He said the recognition was based on their firm political resolve, integrity, professional capacity and spirit of taking initiative, taking action and taking responsibility, which they had cultivated through practical experience in recent years.
Deputy Minister Truong Thanh Hoai noted that behind each decision on the transfer, assignment or entrustment of new responsibilities was a certain degree of psychological disruption, and even the quiet sacrifices involved in leaving familiar working environments for both the officials and their families. On behalf of the Ministry's leadership, the Deputy Minister acknowledged and highly appreciated their commitment to putting the common work and the development of the industry above all else.
Deputy Minister Truong Thanh Hoai expressed his belief that, drawing on the tradition of solidarity, resolve and intellect of industry and trade officials across generations, those who had been transferred and appointed would successfully fulfill the historic mission entrusted to them by the Standing Party Committee and the Ministry's leadership.

On behalf of the officials receiving decisions on their transfer and appointment, Le Trieu Dung, Director of the Department of Foreign Market Development and Multilateral Trade, expressed his deep gratitude to the Standing Party Committee, the leadership of the Ministry of Industry and Trade and the Department of Organization and Personnel for their close attention and direction, enabling the units to quickly consolidate their organizational structures and commence operations.
Le Trieu Dung stressed that receiving the appointment decision was a great honor, but also entailed a significant responsibility before the Ministry's leadership to lead and coordinate the immediate implementation of key tasks and contribute to the sector's overall development goals.
On behalf of the appointed officials, Le Trieu Dung pledged to fully and seriously take on board the guidance provided by Deputy Minister Truong Thanh Hoai and fulfill the assigned tasks.
Le Trieu Dung affirmed that he would continue to learn, promote solidarity and draw on the collective wisdom of officials, public employees and workers to build strong units. To successfully accomplish the assigned objectives, he expressed his hope for continued attention and direction from the Ministry's leadership, as well as close coordination and support from relevant departments, agencies and units both within and outside the Ministry.
