The Ministry of Industry and Trade has issued an urgent plan to implement Conclusion No. 14-KL/TW of the Politburo and Dispatch No. 22/CĐ-TTg of the Prime Minister on ensuring fuel supply and stabilizing prices under the new context, outlining a series of coordinated tasks and measures to maintain stability in the domestic petroleum market.
Under the plan, units under the Ministry, including the Domestic Market Management and Development Agency, the Department of Oil, Gas and Coal, and the Agency of Foreign Trade will coordinate with petroleum wholesalers, producers, distributors, and provincial and municipal Departments of Industry and Trade to closely monitor global petroleum market developments. They will forecast supply-demand dynamics and price movements to update response scenarios and develop comprehensive solutions, ensuring adequate supply for the domestic market.
The Ministry will continue directing the implementation of measures under Resolution No. 36/NQ-CP dated March 6, 2026, aimed at diversifying crude oil supply for domestic refineries, maintaining and increasing domestic crude oil production, and ensuring refineries operate at maximum safe capacity. Ethanol and condensate plants will also be brought into operation. In parallel, petroleum wholesalers, producers, and distributors are required to strictly implement sourcing, import, and inventory plans; maintain mandatory commercial reserves; and ensure sufficient supply for the distribution system.

Efforts will be made to regulate supply across regions to prevent localized shortages and avoid disruptions to the distribution network, while coordinating responses to potential supply interruptions. The Ministry will also move forward with developing a long-term national strategy on the supply and reserves of fuels and raw materials.
The plan further promotes energy conservation, encouraging both consumers and businesses to use fuel more efficiently. Measures will be implemented to promote the use of public transportation, electric vehicles, and biofuels, thereby reducing reliance on fossil fuels and supporting the green transition.
Authorities will intensify guidance, supervision, and inspections of compliance with petroleum trading regulations nationwide. Strict action will be taken against violations within the distribution system, including hoarding, speculation, unjustified suspension of sales, price violations, breaches of quality and measurement standards, and other forms of trade fraud.
The plan assigns responsibilities to the Chairpersons and Chief Executive Officers of major energy enterprises, including Vietnam National Industry - Energy Group, Vietnam National Petroleum Group, Binh Son Refining and Petrochemical Joint Stock Company, and Nghi Son Refinery and Petrochemical LLC. These entities are required to maintain safe, stable, and continuous operations of oil and gas facilities, optimize production within technical limits to increase domestic supply amid global market volatility, and proactively develop production, storage, and supply plans aligned with market demand, including contingency scenarios. They are also tasked with diversifying sources of input materials for production.
Additionally, enterprises and retail outlets within the petroleum distribution system are instructed to develop scientific and efficient retail plans, ensure adequate staffing, and maintain continuous operations to meet domestic demand.
Close coordination with the Ministry of Industry and Trade, the Ministry of Finance, and relevant agencies in market management will be strengthened. Enterprises are required to promptly report on production, sourcing, reserves, imports, and distribution to competent authorities for timely direction when necessary.
In the coming period, the Ministry of Industry and Trade will continue working with the Ministry of Finance to accelerate the review and supplementation of national petroleum reserves, and to develop plans for utilizing these reserves in emergency situations.
