Synchronized solutions from central to local levels
On April 20, the Ministry of Industry and Trade convened a meeting with ministries, sectors and localities to review the implementation of Government Resolution No. 328/NQ-CP dated October 13, 2025, which promulgates the action program to implement Politburo Resolution No. 70-NQ/TW dated August 20, 2025 on ensuring national energy security through 2030, with a vision to 2045.

On the morning of April 20, the Ministry of Industry and Trade held a meeting with ministries and sectors to review the implementation of Government Resolution No. 328/NQ-CP dated October 13, 2025, which promulgates the action program for carrying out Politburo Resolution No. 70-NQ/TW dated August 20, 2025.
Held both in-person and online with local authorities, the meeting was attended by leaders of departments, agencies and functional units under the ministry, representatives of ministries, sectors and localities, as well as executives from major groups, corporations and enterprises in the energy sector.
In his opening remarks, Deputy Minister Nguyen Hoang Long noted that in recent times, ministries, sectors, localities and relevant enterprises have actively and proactively implemented the Government’s action program issued alongside Resolution No. 328/NQ-CP, aimed at carrying out Resolution No. 70-NQ/TW on ensuring national energy security through 2030, with a vision to 2045.

At present, the global and regional landscape continues to evolve in complex and unpredictable ways. Strategic competition among major powers is intensifying, while geopolitical conflicts in several regions, particularly the ongoing military conflict in the Middle East have caused significant volatility in global energy markets, posing potential risks to supply and prices. In addition, the global energy transition is accelerating, presenting both opportunities and challenges for countries, including Vietnam.
Domestically, the economy continues to face numerous difficulties and challenges. Demand for energy to support socio-economic development remains high, while ensuring a stable, sustainable supply at reasonable prices is under increasing pressure.
According to the Deputy Minister, in order to effectively and synchronously implement the above-mentioned resolutions and fulfill tasks assigned by the Government, the Ministry of Industry and Trade convened the meeting to review progress. The discussions focused on assessing the implementation of assigned tasks, identifying achievements, shortcomings and their causes, and proposing directions and key solutions for the period ahead.
The meeting is held to comprehensively assess the implementation of Resolution No. 328/NQ-CP, thereby reviewing the progress of key targets and tasks related to ensuring national energy security.

At the meeting, Dang Hai Anh, Deputy Director General of the Oil, Gas and Coal Department, presented a report reviewing the implementation of Resolution No. 328/NQ-CP, which outlines the Government’s action program for executing Resolution No. 70-NQ/TW.
Regarding implementation monitoring and oversight, he said that on November 5, 2025, the Ministry of Industry and Trade held a meeting to launch its action plan to implement both resolutions. The ministry has also issued multiple directives urging ministries, ministerial-level agencies, government bodies, provincial People’s Committees and relevant enterprises in the energy sector to carry out the resolutions.

In parallel, the ministry has compiled implementation reports for submission to the Government. During this process, it received recommendations from localities and enterprises, which were then consolidated and forwarded to relevant ministries for handling in accordance with their assigned functions and responsibilities.
On the issuance of implementation programs and plans, the Oil, Gas and Coal Department reported that immediately after Resolution No. 328/NQ-CP was promulgated, most ministries, sectors, agencies, units and enterprises proactively developed and issued their respective action plans and programs.
Enhancing the effectiveness of implementation
At the meeting, representatives of relevant agencies and units engaged in in-depth discussions on key aspects of implementation. Participants analyzed specific difficulties and obstacles, particularly in mechanisms, policies and execution, while proposing practical and feasible solutions tied to the responsibilities of each agency and unit.

The meeting focused on clarifying achievements to date, while identifying existing shortcomings, limitations and their underlying causes.
In his concluding remarks, Deputy Minister Nguyen Hoang Long emphasized that the meeting was conducted with urgency and determination, reflecting a clear requirement to accelerate the implementation of tasks under the resolutions.
He noted that for difficulties and obstacles faced by localities and enterprises within the authority of central ministries and sectors, the Ministry of Industry and Trade will coordinate with relevant bodies to resolve them in accordance with regulations.
For issues beyond the authority of local governments and falling under central agencies, the ministry will consolidate and report them for consideration and resolution, with a view to ensuring the effective implementation of Resolution 70. The Deputy Minister also called on localities to continue focusing on the effective execution of their action plans, proactively reviewing and addressing difficulties and obstacles, especially those within their jurisdiction, particularly those related to project progress.

Continuing the program, on the afternoon of April 20, the Ministry of Industry and Trade held both online and in-person meetings with localities to further review the implementation of Resolution No. 328/NQ-CP.
The Deputy Minister also requested that agencies and localities strictly adhere to periodic reporting requirements to facilitate the compilation of reports for submission to the Government and competent authorities.
With a spirit of urgency and determination, the Ministry of Industry and Trade, together with ministries, sectors and localities, is progressively translating the objectives of Resolution 70 into concrete actions, ensuring synchronization and effectiveness in implementation.

Based on the outcomes of the meeting, ministries, sectors and localities will continue to exchange views and discuss key solutions to address bottlenecks in mechanisms and policies.
Amid rising demands for ensuring energy security, improving the quality of governance, strengthening inter-agency coordination, and proactively addressing obstacles will be critical factors in bringing the resolutions into practice and maximizing their effectiveness, thereby laying a solid foundation for socio-economic development in the coming period.
Resolution No. 70-NQ/TW clearly states that energy development must align with a socialist-oriented market economy, be closely linked with social progress and equity, ensure social welfare, safeguard national defense and security, protect the environment, and remain flexible in fulfilling international commitments on greenhouse gas emission reductions.
