Vietnam has issued new regulations on ASEAN coordination, defining roles of key ministries and national representatives to ASEAN councils, effective Jan 25, 2026.

Deputy Prime Minister Bui Thanh Son has signed Decision No. 47/2025/QD-TTg, issued by the Prime Minister, establishing regulations on coordination among Vietnamese agencies participating in ASEAN cooperation.

The decision sets out a comprehensive framework governing coordination among ministries, ministerial-level bodies and Government agencies involved in activities of ASEAN.

Under the new regulations, the Ministry of Foreign Affairs is designated as Vietnam’s national coordinator for ASEAN affairs, assisting the Prime Minister in directing all ASEAN-related cooperation. The ministry also serves as the lead coordinating agency for Vietnam’s participation in the ASEAN Coordinating Council and the ASEAN Political-Security Community Council. In this capacity, the Minister of Foreign Affairs represents Vietnam at both councils.

The Ministry of Industry and Trade is assigned primary responsibility for leading and coordinating Vietnam’s participation in the ASEAN Economic Community Council. Accordingly, the Minister of Industry and Trade will act as Vietnam’s official representative to the Council.

The Ministry of Home Affairs will lead and coordinate all Vietnamese agencies involved in the ASEAN Socio-Cultural Community Council, with the Minister of Home Affairs serving as Vietnam’s representative.

In the area of ASEAN connectivity, the Ministry of Finance is designated as the lead coordinating body. The National ASEAN Secretariat and Vietnam’s Permanent Mission to ASEAN in Jakarta, Indonesia, will work closely to support the implementation of connectivity initiatives. The Minister of Finance will serve as Head of Vietnam’s Steering Committee on ASEAN Connectivity Coordination.

Meanwhile, the Ministry of Culture, Sports and Tourism is tasked with leading and coordinating activities related to ASEAN communication, outreach and promotion. The Minister of Culture, Sports and Tourism will head Vietnam’s steering committee on ASEAN information and public communication.

The regulations underscore the principles of unity, coherence and effectiveness in implementing Vietnam’s policies and orientations on ASEAN cooperation, as well as fulfilling ASEAN commitments. These efforts must remain consistent with Party guidelines, national laws, the ASEAN Charter and other international treaties to which Vietnam is a party.

They also emphasize the need to promote proactive and responsible engagement by participating agencies, ensure close, timely and effective coordination, strictly adhere to information-sharing and reporting requirements, and apply flexible consultation mechanisms to address urgent issues efficiently.

The decision will take effect on January 25, 2026.
