On January 14, Permanent member of the Party Central Committee Secretariat Tran Cam Tu chaired an international press conference on the 14th National Congress.

Thorough preparation of documents, nearly 14 million contributions

Addressing the press conference, Tran Cam Tu announced that the 14th National Congress of the Party will take place from January 19 to 25 in Hanoi. The theme of the Congress is: “Under the glorious banner of the Party, uniting in strength and determination to successfully achieve national development goals by 2030; fostering self-reliance and confidence, advancing resolutely in the era of national resurgence, for peace, independence, democracy, prosperity, civilization, happiness, and steady progress toward socialism.”

According to Tran Cam Tu, the Congress will be attended by 1.586 delegates representing more than 5.6 million Party members nationwide. The event will also welcome former leaders of the Party and State; former members of the Politburo, the Secretariat, and the Party Central Committee; Vietnamese Heroic Mothers; and representatives of intellectuals, entrepreneurs, religious dignitaries, and outstanding youth from all regions of the country.

The 14th National Congress of the Party will deliberate and adopt key documents, including the Political Report; a report reviewing theoretical and practical issues after 40 years of renewal, a report summarizing 15 years of implementation of the Party Charter; and a report assessing the leadership and direction of the 13th Party Central Committee.

Regarding personnel work, Tran Cam Tu affirmed that the selection of members of the 14th Party Central Committee has been carried out by the 13th Party Central Committee and the Personnel Subcommittee in strict accordance with Party regulations, the principle of democratic centralism, and relevant legal frameworks, ensuring a synchronized, scientific, systematic, rigorous, democratic, objective, and transparent process.

The process fully promotes democracy and collective wisdom, ensuring a balanced approach between standards and structure; continuity and stability; renewal and development; and professional training and practical capacity. Particular emphasis is placed on work quality, effectiveness, concrete outcomes, and dedication as key criteria for evaluating, appointing, and utilizing cadres.

At the press conference, Trinh Van Quyet, Head of the Party Central Committee’s Commission for Information, Education and Mass Mobilization, said the preparation of documents for submission to the 14th National Congress of the Party has been identified as a task of special political importance and has been carried out in a meticulous, systematic, scientific, and democratic manner.

The draft documents not only provide an in-depth review of the past five years but also define objectives and tasks for the coming term, clearly reflecting strategic thinking, a long-term vision, and orientations for national development toward the mid-21st century.

The solicitation of opinions from cadres, Party members, and the public on the draft documents of the 14th National Congress of the Party constituted a particularly important political activity, conducted broadly and democratically across the entire Party, the people, and the armed forces, and implemented in a serious and substantive manner.

Within just one month, nearly 14 million opinions were collected, with close to five million cadres, Party members, and citizens participating. Most contributions demonstrated a strong sense of political responsibility and a high level of consensus with the contents of the draft documents.

According to Trinh Van Quyet, following the receipt of public feedback, the Politburo, the Secretariat, and the Party Central Committee carefully and extensively incorporated the contributions to finalize the documents. With strong unity within the Party and broad public consensus, the 14th National Congress of the Party is expected to adopt major and strategic decisions. The Resolution of the Congress will be a resolution of renewal and action, aimed at guiding the country toward prosperity, strength, civilization, and happiness in a new era.

Renewing foreign policy thinking and promoting sustainable development in a new era

Le Hoai Trung, Member of the Party Central Committee and Minister of Foreign Affairs, noted that the foreign policy line outlined in the draft Political Report submitted to the 14th National Congress of the Party builds on the nation’s diplomatic traditions and the Party’s foreign policy since its founding in 1930, particularly during the renewal period and most recently at the 13th National Congress of the Party.

He highlighted several new elements in the draft Political Report.

First, regarding guiding principles, the draft introduces the viewpoint that strengthening national defense and security, alongside advancing foreign affairs and international integration, constitutes a key and regular task. This represents a new and significant development in the Party’s overall line and foreign policy thinking.

Second, the draft adds the concept of “self-strengthening” to the foreign policy line. The principle of “independence and self-reliance” is expanded to include “self-strengthening,” followed by “peace, friendship, cooperation, and development,” with an emphasis on advancing foreign relations in a new era commensurate with the country’s historical stature, cultural depth, and international standing.

The draft also reinforces orientations set during the renewal period and at the 13th National Congress of the Party, including comprehensive, deep, synchronized, and effective international integration; enhancing Viet Nam’s role and position in global politics, the world economy, and human civilization. Another major orientation is to proactively and actively contribute to peace, friendship, cooperation, and sustainable development.

An additional orientation is more proactive and responsible participation in addressing common international and regional issues, contributing to the shaping of a fair, equitable, and mutually beneficial international and regional order based on international law.

The draft also clearly sets out requirements to ensure sufficient resources for foreign affairs, commensurate with the country’s new standing and capabilities, to meet tasks in the new context.

Responding to questions on the significance of the 14th National Congress of the Party and new aspects of thinking and vision compared with previous congresses, Nguyen Xuan Thang, Member of the Politburo, Director of the Ho Chi Minh National Academy of Politics, and Chairman of the Central Theoretical Council, stressed that the Congress is a political event of special importance and historical significance, marking a new stage in the country’s development.

The Congress takes place amid profound global and regional changes, creating both major opportunities and significant challenges. The public places high expectations on the 14th National Congress of the Party and its strategic decisions to realize the two centennial goals in the period ahead.

Nguyen Xuan Thang stressed that the Congress conveys a message of historical significance, emphasizing unity and collective determination to achieve goals through 2030 and to realize the vision of transforming Viet Nam into a high-income developed country by 2045.

He described the new features of the Congress as highly comprehensive, encompassing innovation in document content, presentation, and implementation. These innovations are reflected first and foremost in thinking, with a focus on breakthroughs and institutional reform to enable rapid and sustainable development.

Another notable aspect is the firm orientation toward accelerating rapid and sustainable development. While economic and social development remains central, the ultimate goal is to improve quality of life and ensure happiness for the people.

He also highlighted new elements in defining a growth model linked with digital transformation and green transition to create breakthroughs in economic development.

Prior to the press conference, Party and State leaders attended the opening ceremony of the Press and International Media Center for the 14th National Congress of the Party; visited the exhibition “From Congress to Congress”; book and press display areas; the photo exhibition “Under the Party’s Flag, the Country Advances into a New Era”; and a special issuance ceremony of a commemorative postage stamp set celebrating the 14th National Congress of the Party.
