Strengthening inspections to fight against trade fraud in petroleum business

On that basis, the MoIT and relevant agencies are compiling a new circular replacing Circular No.33/2017/TT -BCT which ensures State management requirements in each period and applies risk management principles based on the level of regulatory compliance of businesses and the risk level of the goods (expected to be issued in 2023).

The MoIT also plans to find solutions to improve its inspection capability at source and on circulation in the domestic market for products and goods within its management authority; develop and introduce regulations on the maximum allowable residue level of Ethylene Oxide in food for food products under its responsibility.

In response to the requests of the Ministry of Science and Technology (MoST), the MoIT has actively contributed opinions to programs, plans, draft laws and circulars revised by the MoST such as a plan to develop national measurement standards until 2035, amendments to the Law on Product and Goods Quality, opinions on adding charging points/equipment for electric vehicles, and more.

In 2022 and the first six months of 2023, the MoIT has actively coordinated and requested the MoST’s appraisals and promulgations of 13 more draft Vietnamese National Standards under the State management authority of the MoIT, including seven standards on tobacco ingredients and products, and six others on liquefied natural gas (LNG).

Also, the MoIT has verified draft Vietnamese National Standards in the fields of ceramics, glass, and mechanics as planned and requested appraisals from the MoST. Currently, these drafts are being completed according to conclusions of the Vietnamese National Standard Appraisal Council and will be announced on the portal of the MoIT at: khcncongthuong.vn so that relevant organizations and individuals will get necessary information for applications of their quality management systems. In addition, recently, the MoIT has provided more detailed dissemination of a number of Vietnamese National Standards, such as the TCVN 11856:2017 - Food business markets.

Also, in 2022 and the first six months of 2023, the MoIT issued 13 National Technical Regulations to serve the ministry’s State management requirements and registered the regulations before sending them to the MoST. At the same time, the ministry also organized conferences to disseminate legal documents on safety in mining and processing minerals, industrial explosives and chemicals; and held seminars to disseminate information and guide the application of seven Vietnam National Standards in the chemical industry issued in 2020 for organizations, individuals and businesses operating in the field.
