Hanoi is promoting the application of information technology at its official agencies, achieving breakthroughs in administrative reform, increasing transparency, and creating favorable conditions for residents and the business sector. As a result, the handling of administrative procedures has been greatly streamlined.

All of Hanoi’s administrative procedures have been received and handled according to the one-stop-shop mechanism. The city’s online public service portal is now synchronized with the National Public Service Portal and has ensured information security according to regulations. The reception and handling of administrative procedures are closely monitored and controlled, limiting harassment and delays.

The city’s People’s Committee has directed the deployment of information systems in many industries to serve professional requirements and share and use information according to regulations. Regarding education and training, the city continues to maintain online enrollment for preschool, grade 1, and grade 6. The online registration rate of all three levels exceeded 89 percent in 2021.

Concerning the environment, the city has 35 automatic air monitoring stations, six surface water monitoring stations, 29 wastewater monitoring stations, five underground water monitoring stations, and one emission monitoring station for industrial clusters. These stations regularly provide important information to administrative agencies, determine the causes of pollution, and enable appropriate measures to protect the health of the people.

Currently, a surveillance camera system is installed in 16 locations that are frequently flooded, located in Ba Dinh, Hoan Kiem, and Cau Giay districts. Images are updated around the clock using infrared technology and recorded data are transmitted to a monitoring center.

Appropriate mechanisms and policies

Hanoi has been identified as the center of the smart city network being developed in accordance with a national program to develop smart sustainable cities in Vietnam in the 2018-2025 period.

The development of science and innovation plays an especially important role in achieving that goal. The vision calls for Hanoi to develop into a leading center of research and technology transfer for Vietnam in particular and Southeast Asia in general and at the same time to focus on training human resources and mobilizing intellectuals, experts, and scientists to contribute to the development of the capital.

The Hanoi Department of Information and Communications said it continues to perfect the smart city ICT architecture for Hanoi. At the same time, the department has asked the Hanoi People’s Committee to issue a scheme for IT application in activities of state agencies and development of digital government in the 2022-2025 period.

The resolution of the 17th Congress of the Hanoi Party Committee states that by 2030, the city will be “Green - Smart - Modern” with digital transformation as the foundation for development and innovation.
