Hai Phong launches two major projects, signaling green economic shift

Hai Phong has broken ground on two large-scale projects, underscoring its commitment to a green economic transition and sustainable industrial growth.

The foundation for a dynamic economic zone in the south of Hai Phong

On September 26, the Hai Phong municipal People’s Committee and Vingroup held a groundbreaking ceremony in Kien Hung commune for two major projects: the Tan Trao Industrial Park infrastructure development (Phase 1) and the Hai Phong LNG Power Plant. Prime Minister Pham Minh Chinh, Industry and Trade Minister Nguyen Hong Dien, and senior officials attended the event.

Prime Minister Pham Minh Chinh praised Hai Phong for sustained double-digit economic growth and urged the city to continue pioneering green, digital and circular growth models, alongside attracting high-quality FDI tied to technology transfer and human resource development.

The Tan Trao Industrial Park project, spanning 227 hectares with over VND 4 trillion (USD 165 million) in investment by Vinhomes Industrial Park JSC, will form part of the Southern Coastal Economic Zone. Designed as a modern, multi-sector, eco-friendly hub, it will host clean and high-tech industries including electronics, telecommunications, pharmaceuticals and renewable energy.

Hai Phong LNG Thermal Power Plant - a step forward in energy security

Meanwhile, the Hai Phong LNG Power Plant, backed by Vingroup and VinEnergo, represents more than VND 178 trillion (USD 7.2 billion) in investment. Covering nearly 100 hectares, the plant will have a designed capacity of 4,800 MW, making it Vietnam’s largest LNG-fired power project and one of Asia’s leading gas-to-power plants. When completed, it will supply 19.2 billion kWh annually, supporting national energy security and easing reliance on traditional fuels.

Mr. Le Ngoc Chau, Chairman of Hai Phong People's Committee, commented: "The Hai Phong LNG project is a strategic step forward, realizing the policy of developing clean, modern and safe energy. The development of environmentally friendly LNG electricity will make an important contribution to ensuring national energy security and promoting green growth".

The simultaneous groundbreaking of two large-scale projects on the occasion of the first Congress of the Hai Phong municipal Party Committee, term 2025-2030 not only marks the beginning of a new phase of industrial development in Hai Phong, but also demonstrates the city's strong political determination and the Government's support in the green economic transition and sustainable development.

By 2030, Hai Phong aims to become a modern, ecological and globally competitive port-industrial city in Southeast Asia, with industrial output anchored in clean technologies and global value chains.

In the 2025-2030 term, Hai Phong City aims to develop industry towards modernity, intelligence, high added value and environmental friendliness. Restructuring the industry is associated with the goals of modernization, intelligence and greening. Prioritizing the development of high-tech industry, supporting industry, spearhead industry, especially industries serving the global value chain and industries with strategic advantages of the city, such as semiconductor technology, AI, robots, renewable energy, new materials, etc.

In addition, Hai Phong has policies to support and develop supporting industries, connecting domestic enterprises to participate in providing goods and services for FDI enterprises. Selectively restore and develop industries and services that used to be strengths of Hai Phong city such as: mechanical engineering, shipbuilding, maritime transport, seaport services, logistics and sea tourism; associated with the application of modern technology, environmental standards and international competitiveness.
