
Data and user experience 'drive' investment in commerce

The government has approved an additional VND 1.1 trillion from the 2025 central budget contingency to support four provinces, Khanh Hoa, Lam Dong, Gia Lai, and Dak Lak, in overcoming severe flood impacts.
Deputy Prime Minister Ho Duc Phoc on November 23 signed Decision No. 2572/QD-TTg, authorizing emergency financial assistance to the four localities. Under the decision, Khanh Hoa will receive VND 150 billion, Lam Dong VND 300 billion, Gia Lai VND 150 billion and Dak Lak VND 500 billion, as proposed by the Ministry of Finance in Document No. 18147/BTC-NSNN on the same day.

Provincial authorities are tasked with mobilizing and balancing local resources alongside central budget support and other lawful financial sources to implement urgent disaster-recovery measures. They must ensure transparent, efficient and lawful use of the allocated funds, strictly preventing waste, misuse and corruption. Reports on fund utilization must be submitted to the Ministry of Finance, the Ministry of Agriculture and Environment and other relevant bodies for consolidation before being presented to the Prime Minister.
In recent days, unprecedented and intense rainfall has caused devastating floods across Da Nang, Gia Lai, Dak Lak, Khanh Hoa, and Lam Dong. According to preliminary reports, the disaster has left 102 people dead or missing, damaged 1.154 houses, destroyed more than 80.000 hectares of rice and crops, and resulted in the loss of over 3.2 million livestock and poultry. Landslides have disrupted 24 locations along national highways, while railway services through Dak Lak and Khanh Hoa have been suspended. Numerous transport, irrigation, education and healthcare facilities have also sustained heavy damage. Initial estimates put total losses at more than VND 9 trillion, including VND 650 billion in Quang Ngai, VND 1 trillion in Gia Lai, VND 5.33 trillion in Dak Lak, VND 1 trillion in Khanh Hoa, and VND 1.055 trillion in Lam Dong.
On November 21, the Standing Deputy Prime Minister approved an earlier emergency package worth VND 700 billion for the same four provinces of Khanh Hoa, Lam Dong, Gia Lai, and Dak Lak, to address immediate post-disaster needs.
The Ministry of National Defense has deployed 44,668 officers and soldiers along with 2.231 vehicles, delivering 86,5 tonnes of essential goods, civilian clothing, water-purification supplies and 3.000 boxes of instant noodles. Three military helicopters have been mobilized to air-drop relief materials into isolated areas. Meanwhile, the police force has dispatched 98.509 officers and grassroots security personnel, supported by 13.566 vehicles, to safeguard public order and assist flood-response operations.
