On the morning of April 15, following the State-level welcome ceremony held at the Great Hall of the People in Beijing, To Lam held talks with Xi Jinping.

General Secretary, President Xi Jinping warmly welcomed General Secretary, State President To Lam, his spouse, and the high-level delegation of the Party and State of Vietnam on their State visit to China, and congratulated him on being elected by the 16th National Assembly of Vietnam as State President. General Secretary, President of China Xi Jinping expressed appreciation that General Secretary, State President To Lam chose China as his first destination following the great success of the 14th National Party Congress of the Communist Party of Vietnam and the completion of Vietnam’s leadership consolidation. He emphasized that this reflects the high regard and top priority that the Party and State of Vietnam, as well as General Secretary, State President To Lam personally, attach to the traditional friendship and comprehensive strategic cooperative partnership between the two countries, as well as the strategic significance and high level of bilateral ties.

General Secretary, State President To Lam sincerely thanked General Secretary, President of China Xi Jinping for the respectful, thoughtful, and comradely reception extended to the Vietnamese delegation, as well as for the strong support shown toward the 14th National Party Congress of Vietnam. Informing his host of the new theoretical and practical highlights of the congress, General Secretary, State President To Lam stressed that the new leadership of the Party and State of Vietnam looks forward to working with the Chinese leadership to continuously foster the traditional friendship and further promote the Comprehensive Strategic Cooperative Partnership and the Vietnam - China Community with a Shared Future of strategic significance.

Congratulating China on its epoch-making achievements, General Secretary, State President To Lam expressed confidence that China will successfully implement its 15th Five-Year Plan, achieve high-quality development and Chinese-style modernization, accomplish the “second centenary goal,” and continue to play an increasingly important role in the region and the world. He reaffirmed that Vietnam consistently regards the development of relations with China as an objective requirement, a strategic choice, and a top priority in its foreign policy of independence, self-reliance, multilateralization and diversification, while supporting China’s global initiatives on development, security, civilization and governance, and firmly adhering to the “one China” policy.

Congratulating the success of the 14th National Party Congress of Vietnam, General Secretary, President of China Xi Jinping spoke highly of Vietnam’s outstanding achievements in socialist construction and renewal, opening up a new era of development for the Vietnamese nation. He affirmed that China supports Vietnam in upholding the Party’s leadership and advancing its socialist cause, and reiterated that Vietnam remains a priority direction in China’s neighborhood diplomacy. The General Secretary, President of China expressed confidence that under the leadership of the Party Central Committee of the Communist Party of Vietnam, headed by General Secretary, State President To Lam, Vietnam will successfully fulfill the goals and tasks set by the 14th National Party Congress and soon achieve its two centenary goals, becoming a high-income developed country with a socialist orientation.

In a frank, sincere, and friendly atmosphere, the top leaders of the two Parties and countries exchanged in-depth and comprehensive views on each country’s situation, bilateral relations, and regional and international issues of mutual concern.

Both leaders expressed satisfaction with the positive development of relations between the two Parties and countries in recent years, highlighted by frequent high-level strategic exchanges, increasingly comprehensive and diversified cooperation mechanisms, and enhanced mutual trust. Defense and security cooperation has shifted from exchanges to more substantive collaboration; economic, trade, investment, and transport connectivity cooperation has seen new breakthroughs; local cooperation and people-to-people exchanges have remained vibrant; and coordination at multilateral forums has grown closer. In the context of a complex international landscape, both sides agreed on the need to strengthen solidarity, enhance strategic trust, and promote connectivity in policies, trade, infrastructure, and energy, thereby deepening and elevating Vietnam - China relations to a new level and contributing to peace, cooperation, and development in the region and the world.

Regarding future directions, the two leaders affirmed that they will continue to direct relevant sectors to adhere to the overarching goal of “six more,” maintain regular high-level exchanges, and enhance the guiding role of Party channels. They agreed to strengthen substantive cooperation across fields, consolidate the social foundation of bilateral relations, coordinate closely in multilateral mechanisms, and better manage and resolve differences. On this occasion, the two sides officially announced the launch of the “Vietnam - China Year of Tourism Cooperation 2026 - 2027,” agreeing to step up cooperation in tourism promotion, infrastructure and service development, and maintain their positions as each other’s largest tourism markets. General Secretary, State President To Lam proposed that the two sides consider visa exemptions for group tourists at certain destinations on a reciprocal basis.

The General Secretary, State President proposed enhancing political trust and strategic coordination at a higher level, promoting high-level contacts, and improving the effectiveness of cooperation across Party, Government, National Assembly/National People’s Congress, Fatherland Front/Chinese People’s Political Consultative Conference channels. He also called for strengthened theoretical exchanges, cadre training, and substantive cooperation among key agencies, including diplomacy, defense, and public security, as well as the effective implementation of the ministerial-level 3+3 Strategic Dialogue mechanism. He further suggested boosting cooperation in security, defense industry, and military trade, and supporting each other in successfully hosting APEC 2026 and 2027.

General Secretary, State President To Lam also proposed elevating economic, trade, investment, and tourism cooperation to a new level, focusing resources on strategic infrastructure connectivity, with priority given to railway cooperation. He emphasized the shift from simple trade to substantive economic linkage, integrating trade with infrastructure, logistics, and market connectivity. He suggested that China further open its market to Vietnamese goods, promote balanced and sustainable trade, enhance investment and technology transfer, develop supporting industries, and form complete supply and production chains in Vietnam. He also called for coordination in ensuring strategic energy supply, and for expanded cooperation in education, science and technology, culture, people-to-people exchanges, and local cooperation, including more scholarships for Vietnamese students and stronger ties between leading universities of the two countries.

General Secretary, President of China Xi Jinping welcomed these proposals and suggested further deepening political trust and strategic exchanges, strengthening high-level interactions, and promoting the special role of Party channels. He emphasized the importance of sharing experience in Party building and governance, enhancing the effectiveness of the ministerial-level 3+3 Strategic Dialogue mechanism, and steadily advancing the socialist cause in both countries. The General Secretary, President of China also proposed effectively aligning the Belt and Road Initiative with the “Two Corridors, One Belt” framework, accelerating strategic infrastructure connectivity, and promoting the implementation of three standard-gauge railway projects linking the two countries.

The General Secretary, President of China welcomed more high-quality Vietnamese goods entering the Chinese market and proposed deepening cooperation in key sectors, strengthening industrial and supply chains, and encouraging Chinese enterprises to invest in Vietnam. He also called for enhanced policy coordination in science and technology, expanded cultural and people-to-people exchanges, and active implementation of global initiatives on development, security, civilization, and governance, contributing to a stable, open, and cooperative international environment and promoting socialist development globally, as well as peace, stability, and prosperity in the region and beyond.

The two sides agreed to continue addressing differences appropriately and promoting cooperation in line with the new level of Vietnam - China relations on the basis of international law. They reaffirmed their commitment to fully implementing the Declaration on the Conduct of Parties in the South China Sea (DOC) between ASEAN and China, and to accelerating negotiations toward an effective and substantive Code of Conduct (COC) in accordance with international law, particularly the 1982 United Nations Convention on the Law of the Sea (UNCLOS). General Secretary, State President To Lam emphasized the importance of respecting each other’s legitimate rights and interests and resolving disputes through peaceful means in line with international law, especially UNCLOS 1982.

Following the talks, the two leaders witnessed the signing of cooperation agreements across Party channels, public security, justice, economy, science and technology, production and supply chains, public welfare, media, and local cooperation, reflecting the comprehensive outcomes achieved during the visit.
