
Prime Minister: Digital economy emerges as Vietnam’s new growth engine

Accordingly, key power projects inaugurated or commenced include: the inauguration and summary of the emulation movement for the Hoa Binh Hydropower Plant Expansion Project; the inauguration of the national grid power supply to Con Dao; the inauguration of the Phuoc Thai 2 Solar Power Plant; and the commencement of the Huong Phung 1 Wind Power Plant and the Cong Hai 1 Wind Power Plant - Phase 2, among others.
The events were attended by representatives of party committees and authorities from provinces and cities, local leaders at the ward and commune levels in the project areas, leaders of departments and sectors, leaders of the EVN, the Vietnam Electricity Trade Union, EVN’s subsidiary units, along with partners, banks, credit institutions, construction contractors, consulting units, and project supervision teams.

The accelerated efforts to implement and complete extensive workloads to meet the conditions for groundbreaking and inauguration on December 19, 2025, serve as a meaningful tribute to the 14th National Party Congress. This demonstrates the strong political resolve of the Party Committee of the EVN, as well as the commitment, creativity, and tireless efforts of the EVN’s officials, Party members, and workers.
Hoa Binh Hydropower Expansion: Four years of determination
Specifically, in Phu Tho Province, the EVN and the Power Project Management Board No.1 held the inauguration ceremony and concluded the emulation movement for the Hoa Binh Hydropower Plant Expansion Project.
The Hoa Binh Hydropower Plant Expansion Project (with a total capacity of 480 MW and average annual output of approximately 488.3 million kWh) is invested by the EVN, with the Power Project Management Board No.1 acting as the investor’s representative. The total investment exceeds VND 9.22 trillion, with EVN arranging approximately 30% of the capital and 70% financed through domestic and foreign commercial loans without government guarantees.
Once operational, the project will enhance peak power generation capacity for the national grid, maximize the annual spillway discharge during flood seasons at the existing Hoa Binh Hydropower Plant, improve load frequency control, stabilize national grid frequency, reduce system costs, and reduce workload on existing units thereby extending equipment lifespan and lowering maintenance and repair expenses.
The Hoa Binh Hydropower Plant Expansion is a national key energy project of strategic importance, marking a milestone in advancing technological autonomy and modernizing Vietnam’s power sector in the new period.

Speaking at the ceremony, EVN Deputy General Director Pham Hong Phuong stated that the Hoa Binh Expansion Project is a large-scale project with technical complexity and challenging construction conditions. The project encountered numerous difficulties, including prolonged land clearance, the COVID-19 pandemic, supply chain disruptions caused by geopolitical tensions between Russia and Ukraine, and unfavorable geological conditions.
To ensure progress, the EVN coordinated closely with participating units to deploy comprehensive construction solutions, including adjusting construction methods, maximizing manpower, implementing 24/7 shifts, ensuring constant leadership presence at the construction site for direct supervision, and deploying specialized construction equipment from the EVN’s other hydropower plants to support contractors.
“The completion of the project reflects the collective intelligence, dedication, and relentless efforts of thousands of workers after more than four years of construction, overcoming harsh weather, seizing every minute, and working tirelessly, in accordance with the directives of the Prime Minister,” he emphasized.
National grid power supply commissioned for Con Dao
Also on December 19, in Ho Chi Minh City, the EVN and the Power Project Management Board No.3 held the inauguration ceremony for the national grid power supply project for Con Dao.
To promote socio-economic development in Con Dao in line with policy directives, the Prime Minister assigned the EVN as the investor, with the Power Project Management Board No.3 as the investor’s representative.
This 110 kV grid project spans 103.7km with a mixed structural design, being the first of its kind in Vietnam to supply electricity from the national grid starting from the 220/110kV Vinh Chau substation to Con Dao. Total investment is VND 4.923 trillion. Construction began in December 2024, the grid was energized at 19:09 on September 2, 2025, and the 110kV Con Dao substation was successfully energized at 04:05 on September 4, 2025.

The successful commissioning ensures safe, stable, and continuous electricity supply for Con Dao, meeting socio-economic development needs, strengthening national defense and security, improving living standards, replacing on-site diesel generation, reducing production costs, and cutting greenhouse gas emissions, supporting Vietnam’s sustainability commitments.
On this occasion, the EVN and contractors also presented social welfare donations valued at VND 500 million to the Con Dao scholarship fund.
Promoting the green energy transition
In Khanh Hoa province, the EVN and the Power Project Management Board No.2 held the inauguration ceremony for the Phuoc Thai 2 Solar Power Plant.
This solar plant has a capacity of 87.5MW (equivalent to 100MWp), with total investment of VND 1.495 trillion. It is located in Phuoc Huu commune, Khanh Hoa province, and is connected to the national grid via the 220kV Phuoc Thai substation and transmission line. The EVN is the investor, with the Power Project Management Board No.2 as the authorized representative. The project was developed under the adjusted Power Development Plan VII and approved by the Khanh Hoa Provincial People’s Committee.
This is a first-class industrial energy project using high-efficiency photovoltaic technology combined with modern string inverters. Upon completion, the plant will supply approximately 168.92 million kWh annually to the national grid, contributing to clean energy development, greenhouse gas reduction, and local socio-economic growth.
Meanwhile, in Quang Tri and Khanh Hoa provinces, EVNGENCO2 commenced construction of the Huong Phung 1 Wind Power Plant and the Cong Hai 1 - Phase 2 Wind Power Plant.

These renewable energy projects, approved under the implementation plan of Power Development Plan VIII, will supplement the national electricity system, strengthen energy security, reduce greenhouse gas emissions, and promote socio-economic advancement in the host provinces.
The Huong Phung 1 Wind Power Plant, located in Huong Phung commune, Quang Tri province, has a capacity of 30MW, includes six wind turbines, and has a total investment of VND 1.129 trillion. Average annual output is estimated at 88.55 million kWh. The project is expected to be completed and commercially operational in Q4 2026.
The Cong Hai 1 - Phase 2 Wind Power Plant, located in Cong Hai commune, Khanh Hoa province, has a capacity of 25MW, includes five turbines, and has a total investment of VND 939.781 billion. Average annual output is approximately 73.037 million kWh. It is also expected to be completed and commissioned in Q4 2026.
When operational, the two projects will supply more than 160 million kWh of clean electricity annually, helping diversify power sources, reduce reliance on fossil fuels, and enhance the safety and stability of power supply.
Alongside energy and environmental benefits, the projects will create jobs during construction and operation, generate stable tax revenue for Quang Tri and Khanh Hoa, improve infrastructure and services, and help realize regional renewable energy development goals.
