According to the decision, the committee was reorganized based on the National Steering Committee for Semiconductor Industry Development established under Decision No. 791/QD-TTg dated August 5, 2024.
Deputy Prime Minister Nguyen Chi Dung serves as Head of the Committee. Two Deputy Heads include Minister of Science and Technology Nguyen Manh Hung (Standing Deputy Head) and Minister of Finance Nguyen Van Thang.
The committee comprises nine members, including Deputy Minister of Industry and Trade Truong Thanh Hoai, along with leaders from various ministries, sectors, and central agencies.
Deputy Minister Trương Thanh Hoài is a member of the National Steering Committee for Semiconductor Industry Development.
As an inter-agency body, the committee is tasked with assisting the Prime Minister in studying and directing key cross-sectoral matters related to promoting the development of Vietnam’s semiconductor industry.
Its duties include research, consultation, recommendations, and proposals on directions and solutions to boost the growth of the semiconductor sector. The committee also coordinates and directs cooperation among relevant ministries, agencies, and organizations to accelerate industry development.
The committee operates on a part-time basis, emphasizing individual responsibility and carrying out its functions and powers under its organizational and operational regulations.
The Ministry of Science and Technology serves as the Standing Agency of the committee, utilizing its existing structure to perform assigned duties.
The decision takes effect from the date of signing (October 14, 2025) and replaces Decision No. 791/QD-TTg dated August 5, 2024, on the establishment of the National Steering Committee for semiconductor industry development.
