
Deputy Minister Phan Thi Thang holds talks with Tyumen Deputy Governor

On March 25, at the headquarters of the Ministry of Industry and Trade, Deputy Minister Phan Thi Thang received and held talks with Andrey Vadimovich Panteleev, Deputy Governor of Tyumen region of the Russian Federation.

At the meeting, Deputy Minister Phan Thi Thang welcomed the delegation from Tyumen region on their working visit to the ministry, affirming that the Ministry of Industry and Trade of Vietnam always attaches importance to promoting cooperation with the Russian Federation, particularly in the fields of trade, industry and energy. She also emphasized that cooperation between localities of the two countries is playing an increasingly positive role in strengthening and expanding bilateral relations.
At the meeting, Andrey Vadimovich Panteleev introduced members of the Tyumen delegation, comprising many enterprises operating in oil and gas exploration, production and services; design and manufacturing of oil and gas equipment, structures and drilling rigs; deep processing of petroleum products; refining and petrochemicals; as well as technical services for the oil and gas value chain. The Deputy Governor noted that these are key strengths of the region, and expressed his desire to seek Vietnamese partners to promote cooperation in investment, production, technology transfer, supply chain development and tourism, particularly wellness tourism associated with Tyumen’s strengths in hot mineral springs, in the coming time.

Welcoming the proposals from Tyumen region, Deputy Minister Phan Thi Thang spoke highly of the cooperation potential between enterprises of the two sides, especially in industry, energy and technical human resources training. She noted that, with Tyumen’s strong advantages in oil and gas and supporting industries for the energy sector, along with the practical cooperation demand of Vietnamese enterprises, there remains significant room to promote connectivity and implement concrete cooperation projects.
In this spirit, the Deputy Minister suggested that Tyumen region step up direct exchanges with Vietnamese agencies, enterprises and training institutions. She also assigned the Department of Foreign Market Development to coordinate and support the Tyumen delegation in working with the Vietnam National Industry - Energy Group (PVN) and the Ho Chi Minh City University of Industry to explore cooperation opportunities in relevant fields.
On this occasion, Deputy Minister Phan Thi Thang also cordially invited leaders and the business community of Tyumen region to attend the Vietnam International Sourcing 2026 series, scheduled to take place from September 3 to 5, 2026 in Ho Chi Minh City. This will provide an opportunity for Tyumen enterprises to enhance connections with Vietnamese partners, seek suitable counterparts and expand business cooperation in the coming time.

Concluding the meeting, Deputy Minister Phan Thi Thang expressed her sincere thanks to Andrey Vadimovich Panteleev and the Tyumen delegation for their visit and working session with the Ministry of Industry and Trade. She expressed confidence that, on the basis of the traditional friendship between Vietnam and the Russian Federation, cooperation between Vietnam and Tyumen region will continue to be further promoted in a more substantive and effective manner in the time ahead.
Tyumen region is a locality in the Ural area of the Russian Federation, with its administrative center being the city of Tyumen. Covering an area of approximately 160,100 square kilometers, the region holds a favorable geographical position, spanning much of the West Siberian Plain and serving as an important link connecting Russia’s industrial and energy hubs. It is assessed to have great potential for industrial development, particularly in oil and gas, industrial processing and related technical services. In addition, Tyumen possesses abundant natural resources, including oil, natural gas, freshwater, mineral water, forest resources and various industrial minerals.
