On May 9, a working delegation from the Ministry of Industry and Trade, led by Deputy Minister Nguyen Hoang Long, conducted detailed inspections of several power source and grid projects in Ninh Binh province.
Joining the delegation were Nguyen Cao Son, member of the provincial Party Committee and Vice Chairman of the provincial People’s Committee; leaders of the departments of Industry and Trade, Construction, Finance, Agriculture and Environment; the provincial Land Development Center; the Office of the provincial People’s Committee; representatives of the National Power Transmission Corporation; Ninh Binh Power Company; and authorities from Nho Quan, Ly Thuong Kiet and Kim Bang communes and wards.

Ninh Binh’s power grid holds a strategic position, connecting the Northern Delta region and the North Central region, with a 110kV-220kV transmission and distribution system playing an important role in linking power sources with regional load centers. At the same time, the area is connected to the 500kV transmission infrastructure, considered the “backbone axis of the national power system,” helping ensure inter-regional power transmission capacity and enhancing operational flexibility for the system.

At the inspected and surveyed sites, Deputy Minister Nguyen Hoang Long stressed that the process of industrial development associated with urbanization and the expansion of concentrated industrial zones has driven rapid growth in electricity demand in Ninh Binh. Notably, demand for stable and green power sources, high-quality electricity and the ability to meet peak loads for continuous production lines has become increasingly urgent. Therefore, independent battery energy storage systems (BESS) will help improve the flexibility and responsiveness of the power system, supporting the safe, stable and efficient operation of the power grid. Featuring numerous outstanding advantages, BESS using the latest technologies can save land area, reduce transportation and installation costs, optimize investment efficiency and contribute to the protection of national resources and the environment.
The development of BESS will contribute to establishing a modern energy infrastructure foundation serving the locality’s sustainable socio-economic development in the coming period. Surveying locations for BESS installation is therefore considered essential to accelerate the implementation of the Ninh Binh Renewable BESS Hub Investment Project (NB-BESS HUB).

Accordingly, the projects also address requirements regarding land area, grid connection plans and the construction of new substations for power collection and transmission, as well as transmission lines ensuring connection requirements at existing substations. These efforts are aimed at facilitating power capacity release and ensuring stable electricity supply for the Ninh Binh area, while also strengthening operational flexibility and supporting power balancing for the northern power system, regional grid operation and the overall flexibility of the national power system.

During the field survey, Vice Chairman of the Ninh Binh provincial People’s Committee Nguyen Cao Son emphasized that the 500kV Nho Quan - Phu Ly - Thuong Tin transmission line project is among the nationally important energy projects. Therefore, he requested localities, including Ly Thuong Kiet, Tam Chuc, Kim Bang and Nguyen Uy wards and communes, to resolutely complete site clearance work and hand over clean land for construction in order to ensure the project’s progress, facilitate its early completion and operation, and maximize its economic efficiency.
Regarding the BESS installation project, Nguyen Cao Son urged local authorities in Nho Quan commune and Kim Bang ward to closely coordinate with relevant units in selecting suitable BESS locations and to intensify site clearance efforts to create favorable conditions for the project’s early implementation.
Ninh Binh province committed to the Ministry of Industry and Trade and the Steering Committee for National Key Energy Programs that it will direct agencies and localities to vigorously carry out site clearance work and ensure the handover of 100% clean land within the province before May 30, 2026 to serve the construction of the projects.
