The conference nominated the presidium, comprising: Le Manh Hung, Member of the Party Central Committee, Secretary of the Party Committee and Acting Minister of Industry and Trade; Nguyen Hoang Long, Standing Member of the Party Committee and Deputy Minister; Tran Quang Huy, Standing Member of the Party Committee, Head of the Party Committee’s Organization Commission and Director of the Department of Organization and Personnel and Hoang Anh Duong, Deputy Chief of the Ministry Office.

Presenting the report evaluating the implementation of Party resolutions and guidelines, as well as State policies and laws related to the Ministry’s functions and tasks, alongside the implementation of the 2024 Conference Resolution and the 2025 grassroots democracy regulations, Tran Quang Huy, Director of the Department of Organization and Personnel, stated that 2025 is a year of particular significance. It marks the final year of the 2021 - 2025 Socio-Economic Development Plan, requiring the highest level of effort to fulfill the set targets. It is also a year when Party congresses at all levels will be organized in preparation for the 14th National Congress.
At the same time, the entire political system is focusing on restructuring and reorganizing administrative bodies in line with Resolution No. 18-NQ/TW dated October 25, 2017, of the 12th Party Central Committee, along with the reorganization of local government structures into a two-tier system.

In 2025, the Vietnamese economy faced “dual impacts” from unfavorable external factors and increasingly complex and unpredictable natural disasters, including storms and floods, which severely affected livelihoods and socio-economic development.
Against this backdrop, the Standing Board of the Party Committee and the leadership of the Ministry of Industry and Trade resolutely directed the sector to effectively implement the directives of the Party and the State. With the concerted efforts of officials, civil servants, and workers across the sector, the Ministry has largely fulfilled and, in many cases, exceeded its assigned targets and tasks for 2025.

Bui Huy Son, Director of the Department of Planning, Finance and Enterprise Management, reported on the implementation of the Ministry’s 2025 budget estimates.
Regarding administrative reform and e-government development, the Ministry has decentralized 197 administrative procedures to local authorities. It has also assigned senior officials at the department level to oversee and directly support 34 provinces and cities in implementing the two-tier local government model. The Ministry currently provides 225 online public services (accounting for 100% of ministerial-level administrative procedures), including 168 fully online services, with more than 160,000 organizations and individuals regularly using these services.

At the conference, delegates heard reports on the Ministry’s leadership and performance in 2025; the implementation of democratic regulations within the Ministry and tasks for 2026; a summary of feedback, proposals and recommendations; the implementation of the Ministry’s 2025 budget and the activities of the People’s Inspection Board in 2025 along with its plans for 2026.

The conference also heard various presentations from units under the Ministry. Based on these, the Presidium and relevant units addressed questions and recommendations from officials, civil servants, public employees and workers, and discussed measures to improve working conditions and enhance their livelihoods.

Delivering concluding remarks, Acting Minister Le Manh Hung emphasized that despite numerous challenges facing the economy in 2025, the industry and trade sector had completed a substantial volume of work, making significant contributions to the country’s economic growth and development.
According to the Acting Minister, the sector bears three key missions, which are also the three main pillars of the country: ensuring national energy security; advancing industrialization and modernization; and promoting integration and trade. Accordingly, he assigned specific tasks to relevant units.

“We must firmly grasp the sector’s key indicators, strategic orientations, and specific tasks to be implemented, thereby contributing to the achievement of overall goals,” he stressed, adding the need for time-based target management and appropriate resource allocation.
Regarding facilities, equipment, and working conditions, the Acting Minister tasked the Ministry Office with conducting a comprehensive review and assessment of facilities and working conditions across the Ministry’s offices, with a view to standardizing and synchronizing equipment. This would help create optimal conditions for officials, civil servants, public employees and workers to perform their duties.
In addition, the Ministry Office was instructed to standardize workflows and reporting systems to ensure comprehensive support, from facilities and equipment to working conditions, thereby promoting professional organization, improving labor productivity, and enhancing income for staff.
The Acting Minister also called for organizing thematic activities combined with field visits to production facilities, aiming to improve practical understanding and strengthen internal cohesion.

Regarding legal affairs, he tasked the Legal Department, in coordination with relevant units, with systematizing the entire legal framework of the industry and trade sector into four sets of standards: a general legal framework applicable to all fields; a framework governing the energy sector; one for the industrial sector; and one for the trade sector. The Legal Department was also asked to provide training for all officials and employees on fundamental legal knowledge and legislative drafting methods.
In the field of e-commerce and digital economy, Acting Minister Le Manh Hung assigned the Authority of E-commerce and Digital Economy to implement an electronic handbook system and digital work management platforms. He emphasized the need to enhance dissemination and guidance to ensure officials can use these systems proficiently, guaranteeing adequate information for work. He also called for accelerating the implementation of digital transformation programs, strategies and roadmaps assigned to units, and for unified governance of digital transformation strategies and data architecture across the Ministry.
With pride in the industry and trade sector, the Acting Minister called on all officials, civil servants, public employees and workers to unite, uphold responsibility, foster solidarity, innovate thinking, and strengthen discipline, so that 2026 will truly become a year of “Standardization - Advancement - Development,” laying a solid foundation for the sector’s next phase of growth.
