Following Decree 45, vocational training courses were offered to 113,370 people, 90 percent of whom found a job after training, while 628 technical demonstration models of new product manufacturing and new technology application were built and implemented, and 8,100 rural industrial and handicraft establishments were supported in technology transfer and application of advanced machinery and equipment.

The decree also facilitates other activities, including international cooperation, support for enhancing management capacity, industry promotion, cooperation and partnership in economic and industrial cluster development, and information about industrial development and promotion policies.

Rural industrial establishments benefiting from industry promotion policies over the past 10 years totaled 19,082, including 9,541 units in struggling localities.

The ARIT’s director, Ngo Quang Trung, said targets stated in Decree 45 and other related decisions have been realized, bringing about significant socioeconomic effects. Industry promotion activities, especially the construction of technical demonstration models, technology transfer, application of advanced machinery and equipment, and vocational training, have contributed to poverty reduction, job creation, increasing the rural industrial production value, and improving people’s cultural and social lives, particularly in struggling areas.

However, Decree 45 and other related policies have provisions that are no longer compliant with the actual development demands so they need to be revised.

Trung said the Ministry of Industry and Trade will review the current industry promotion mechanisms and policies to propose adjustments and improvements, and strengthen and restructure industry promotion organizations under provincial/city departments of industry and trade.
