Comrade To Lam, General Secretary of the 13th Party Central Committee, as the convener of the Plenum, delivered the opening address, on behalf of the Presidium, presided over the proceedings of the meeting.

In strict observance of the Party charter, working regulations, election rules, and relevant provisions, and with a strong sense of unity and responsibility while upholding the principle of democratic centralism, the First Plenum of the 14th Party Central Committee successfully completed a series of particularly important tasks. These included: electing the Politburo; electing the General Secretary; electing the Secretariat; hearing a report on proposed arrangements for key leadership positions of the Party and the State and giving opinions on personnel for the position of Standing Member of the Secretariat; electing the Central Inspection Commission; and electing the Chairperson of the Central Inspection Commission.

The 14th Party Central Committee unanimously elected comrade To Lam, General Secretary of the 13th Party Central Committee, to continue serving as General Secretary of the 14th Party Central Committee.
