
Resolution No. 10-NQ/TW: A qualitative shift in Vietnam’s development mindset

On the morning of June 13, the Prime Minister launched the emulation campaign "Determined to successfully achieve sustainable double-digit growth targets for the 2026 - 2030 period."

The launching ceremony took place in Ho Chi Minh City, where Prime Minister Le Minh Hung, Politburo member, Prime Minister and Chairman of the Central Emulation and Commendation Council, officially launched the campaign.
The event was organized by the Central Emulation and Commendation Council and connected online from the main venue in Ho Chi Minh City to centrally governed provinces and cities nationwide. It aims to contribute to the implementation of the Resolution of the 14th National Party Congress, commemorate the 78th anniversary of President Ho Chi Minh's call for patriotic emulation, foster a vibrant spirit of emulation, inspire national solidarity and aspirations for development, and strengthen determination to achieve sustainable double-digit growth during the 2026-2030 period.

Also attending the ceremony were Pham Gia Tuc, Politburo member and Standing Deputy Prime Minister; Tran Luu Quang, Politburo member and Secretary of the Ho Chi Minh City Party Committee; Vo Thi Anh Xuan, Secretary of the Party Central Committee, Vice President and First Vice Chairwoman of the Central Emulation and Commendation Council; Nguyen Van Thang, member of the Party Central Committee and Deputy Prime Minister; along with members of the Party Central Committee, leaders of the Vietnam Fatherland Front, ministries, sectors and localities.

Nguyen Van Duoc, Chairman of the Ho Chi Minh City People's Committee; Tran Hong Minh, Minister of Construction; Le Ngoc Son, Chairman of the Members' Council of Vietnam National Industry-Energy Group, representing state-owned enterprises; and Labor Hero Thai Huong, founder and Chairwoman of the Strategic Council of TH Group, representing private enterprises, delivered speeches in support of the campaign. They affirmed their commitment to seriously implementing the Prime Minister's directions and carrying out the campaign effectively and decisively.
Launching the campaign, Prime Minister Le Minh Hung stated that the 14th National Party Congress has opened a new era of national development, with the goal of turning Vietnam into a developing country with modern industry and upper-middle-income status by 2030, and into a developed, high-income country by 2045. Realizing this aspiration requires rapid and sustainable economic growth of 10% or higher annually during the 2026 - 2030 period.

In a context where opportunities and advantages coexist with greater and more complex challenges, achieving double-digit growth requires abandoning outdated approaches, thinking and methods. Instead, the country must embrace "Strategic Vision - Breakthrough Thinking - Decisive Action - Sustainable Growth - People's Happiness." This slogan embodies the spirit and objectives behind the Central Emulation and Commendation Council's decision to launch the campaign "Determined to successfully achieve sustainable double-digit growth targets for the 2026-2030 period."

The Prime Minister emphasized that patriotic emulation has always been a cherished tradition, a valuable asset and an integral part of Vietnam's national culture. To transform the spirit of emulation into a powerful force for action across society, he called on all levels of government, sectors, localities, citizens and the business community to continue promoting patriotism, the spirit of patriotic emulation and the strength of the great national unity bloc through the following key areas:
First, promoting strong innovation in thinking on institutional development and improvement. Efforts should focus on removing institutional bottlenecks and obstacles, drastically reducing administrative procedures, and unlocking development resources so that institutions truly become a resource, a strategic breakthrough and a national competitive advantage. The effectiveness of serving citizens and businesses, together with national and local development indicators, should serve as benchmarks for evaluating public service performance. The situation of avoiding responsibility, shifting responsibility and fearing mistakes must be eliminated.

Second, promoting the development of science and technology, innovation, digital transformation and green transformation. These must be regarded as the primary driving force, the most important pillar and the strategic foundation for enhancing labor productivity, growth quality and national competitiveness. Every ministry, sector and locality should establish new models, innovation centers, high-tech zones, digital governments, digital societies and digital citizens, while creating favorable conditions for innovative enterprises and start-ups to thrive.
Third, promoting the development of synchronized and modern infrastructure, while accelerating the progress of national key projects, strategic transport infrastructure, digital infrastructure, energy infrastructure and logistics infrastructure. Ministries, sectors and localities should launch intensive emulation campaigns to resolve long-delayed projects and unlock resources for development.

Fourth, promoting the building of a modern, professional and integrity-based administration that is closer to grassroots communities and serves the people more effectively. Particular attention should be given to improving the quality of the two-tier local government model under the principle of "Closer to the People - Listening to the People - Speaking so the People Understand - Acting so the People Trust." Every cadre, civil servant and public employee must renew their mindset, strengthen their sense of responsibility, act proactively and creatively, and dare to innovate and make breakthroughs for the common good, businesses and citizens.
Fifth, promoting thrift and combating wastefulness, while ensuring strict management of the state budget and national resources so that every budget expenditure is used effectively, transparently and openly, linked to socio-economic accounting, and safeguarded against losses, waste and inefficient investment.

Sixth, promoting stronger national defense, security and foreign affairs; developing cultural values; improving the quality and effectiveness of education and healthcare; and ensuring environmental sustainability and social welfare. Economic growth must always go hand in hand with social progress and equity, ensuring that no one is left behind and that the benefits of growth are reflected in tangible improvements to people's living standards.

Prime Minister Le Minh Hung noted that Ho Chi Minh City was chosen as the venue for the launch because it is a center of innovation, a dynamic growth pole and the country's largest economic hub. The event is intended to spread a revolutionary spirit and a nationwide movement for action among all levels, sectors, localities, businesses and citizens, united in their determination to realize the country's strategic development goals in the coming period.

With the spirit that "emulation is patriotism, and patriotism requires emulation," the Prime Minister urged ministries, sectors and localities to quickly translate the campaign into practical programs and action plans. Emulation should become not merely a movement but a driving force for action, a development ecosystem that fosters effective models, spreads valuable experiences and promotes exemplary individuals. Success, he stressed, always comes from linking emulation closely with political tasks, setting clear objectives and ensuring substantive and effective outcomes.
"I hope every citizen will regard emulation as a voluntary action, an intrinsic need reflected in the smallest daily tasks; by performing daily work better, being more creative in labor and more responsible toward the community. In this way, every individual can become a positive and persistent force contributing to the country's overall development," Prime Minister Le Minh Hung said.
The Prime Minister expressed strong confidence that, under the Party's sound leadership, with the determined engagement of the entire political system, the support of the people and armed forces, and the dynamism and creativity of the business community, the emulation campaign will generate new momentum, new motivation and new breakthroughs. It will inspire self-reliance, innovation and dedication throughout society, contributing to building a stronger, more prosperous, civilized, and happier Vietnam.
