
Cambodian Prime Minister Arrives in Hanoi for Official Visit to Vietnam and AFF 2026

According to VNA, on the morning of June 8, Cambodian Prime Minister Samdech Moha Borvor Thipadei Hun Manet arrived in Hanoi, beginning an official visit to Vietnam and attending the third ASEAN Future Forum (AFF) from June 8-9, 2026, at the invitation of Vietnamese Prime Minister Le Minh Hung.
Welcoming the Cambodian delegation at Noi Bai International Airport were Le Manh Hung, Member of the Party Central Committee and Minister of Industry and Trade; Le Anh Tuan, Deputy Minister of Foreign Affairs; and Nguyen Minh Vu, Vietnam's Ambassador to Cambodia. The Cambodian side was represented by Cambodian Ambassador to Vietnam Touch Sopharath.

Accompanying Prime Minister Hun Manet on his official visit to Vietnam and participation in AFF 2026 are Dr. Pich Chanmony Hun Manet, spouse of the Prime Minister; Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation Prak Sokhonn; Minister of Agriculture, Forestry and Fisheries Dith Tina; Minister of Commerce Cham Nimul; Minister of Information Neth Pheaktra; Minister of Tourism Huot Hak; Minister of Public Works and Transport Peng Ponea; Minister Attached to the Prime Minister So Naro; Minister Attached to the Prime Minister Prak Sam Oeun; and Cambodian Ambassador to Vietnam Touch Sopharath.
Prime Minister Samdech Moha Borvor Thipadei Hun Manet was born on October 20, 1977, in Koh Thmar village, Memot district, Tboung Khmum province.
He joined the Royal Cambodian Armed Forces in 1995. In 2008, he was promoted to the rank of Colonel and appointed Commander of the Counter-Terrorism Special Forces.
In 2013, he was promoted to the rank of three-star General and appointed Deputy Commander of the Royal Cambodian Armed Forces Joint Command. In 2018, he was appointed Deputy Commander-in-Chief and Commander of the Royal Cambodian Army, while also being elected to the Standing Committee of the Central Committee of the Cambodian People's Party (CPP) in December 2018.
In 2020, he was appointed Head of the CPP Central Youth Commission. In 2021, the CPP Central Committee endorsed him as the party's future prime ministerial candidate.
In 2023, he was promoted to the rank of four-star General. In August 2023, King Norodom Sihamoni signed a royal decree appointing him Prime Minister of Cambodia for the seventh legislative term (2023-2028) and conferred upon him the honorary title Kitti Tesa Phibal Bandith.
In September 2023, King Norodom Sihamoni bestowed upon him the title Samdech Moha Borvor Thipadei. On December 10, 2023, at the 44th Plenary Session of the Fifth Central Committee of the CPP, he was elected Vice President of the CPP.
Prime Minister Hun Manet graduated from the United States Military Academy at West Point, earned a Master's degree in Economics from New York University in the United States, and obtained a Doctorate in Economics from the University of Bristol in the United Kingdom.
The visit takes place as Vietnam and Cambodia are actively implementing strategic directions agreed upon by the two countries' senior leaders.
According to Foreign Ministry Spokesperson Pham Thu Hang, bilateral relations between Vietnam and Cambodia have continued to develop across multiple areas, while recent high-level exchanges have opened a new phase of qualitative growth, providing strategic direction for deeper and more reliable cooperation.
Vietnamese Ambassador to Cambodia Nguyen Minh Vu said the visit by Prime Minister Samdech Moha Borvor Thipadei Hun Manet is expected to generate fresh momentum for bilateral ties, helping advance cooperation in a deeper, more substantive and effective manner, while contributing to peace and stability in the region.
A major highlight of bilateral relations has been the strong growth in economic, trade and investment cooperation. Looking ahead to the 60th anniversary of diplomatic relations, Ambassador Nguyen Minh Vu expressed hope that the two countries would further strengthen economic connectivity, develop transport and logistics infrastructure, enhance border economic cooperation, and expand collaboration in emerging areas such as digital transformation and the green economy.
