On the eve of the 14th National Congress of the Communist Party of Vietnam, Politburo member, Secretary of the Central Public Security Party Committee and Minister of Public Security Luong Tam Quang granted an interview to the press.

As the entire Party, we are living in the atmosphere of welcoming the 14th National Congress of the Communist Party of Vietnam. As the head of the People’s Public Security Force, could you outline the major orientations of the force, one of the core and vanguard forces in implementing the Party’s guidelines, first and foremost the Resolution of the 14th National Congress and the strategic orientations aimed at firmly steering the country into a new era of strong and prosperous development?
Minister Luong Tam Quang: The 8th Congress of the Central Public Security Party Committee for the 2025 - 2030 term has identified major work orientations for the People’s Public Security Force in order to affirm its role as a core and vanguard force in implementing the Resolution of the 14th National Congress and the Party’s strategic guidelines.
First, the force will continue to set an example and take the lead in implementing the Resolution of the 14th National Congress and the Party’s strategic orientations through concrete and substantive results, striving to create new and clear imprints for the Party and for the people.
Second, priority will be given to building a People’s Public Security Force that is truly clean, strong, regular, elite and modern, embodying the spirit of being “the most disciplined, the most loyal and the closest to the people”, fully commensurate with the requirements of safeguarding the Fatherland in the new situation.
Third, the force will firmly safeguard national security, thereby contributing to the maintenance of peace and stability and creating the most secure, safe and favourable environment for development.
Fourth, efforts will focus on building and consolidating a disciplined, orderly, safe and healthy society, moving towards the goal of a society free from crime and drugs, while strengthening the protection of human security for the peaceful and happy lives of the people.
Fifth, the People’s Public Security Force will continue to build and improve modern, transparent, effective, friendly and humane methods of security and order management and governance, consistently upholding the principle of serving the people.
Sixth, the force will promote the advantages and distinctive role of public security external affairs, contributing to the creation of a peaceful and stable international environment that serves national development.
Seventh, focus will be placed on developing a self-reliant, self-sufficient, dual-use and modern security industry, alongside the deployment of security-related commercial activities.
Eighth, the force will continue to effectively implement the principle “wherever the people need help, wherever the people face difficulties, the public security force is there”, affirming its role as a frontline force in rescuing and assisting people in moments of danger and hardship. At the same time, it will elevate public security efforts in supporting vulnerable groups and people in difficult circumstances, contribute to addressing security and order issues from their root causes, and further strengthen the people-centred security posture in building and defending the socialist Fatherland.
Taken together, these major orientations are encapsulated in the overarching guiding principle: “Following President Ho Chi Minh’s teachings - renewing thinking - enhancing knowledge - building a regular and modern force - for the Party and for the people”.
One of the notable new elements in the action-oriented mindset of the People’s Public Security Force is the shift from the approach of “command and obedience” to “command, obedience and proactive proposal, shaping development”. What requirements does this new mindset place on the force in carrying out its tasks?
Minister Luong Tam Quang: This new mindset places very high demands on the People’s Public Security Force in terms of proactiveness and a service-oriented spirit, with the objective of maximising facilitation and shaping development.
In practice, public security work is highly diverse, requiring the force to regularly grasp and assess both internal and external developments, as well as the implementation of the Party’s guidelines and the State’s laws and policies. Each public security officer and soldier, within the scope of their assigned duties and responsibilities, when demonstrating a high level of proactiveness combined with a service mindset and a development-oriented approach, can actively identify and advise on sound solutions and initiatives that contribute to national development.
This includes making timely recommendations to close loopholes and shortcomings, remove obstacles and bottlenecks, address difficulties and constraints, resolve minor violations at an early stage before they accumulate into serious legal breaches, thereby unlocking resources and promoting development.
Moreover, proactively identifying and proposing early solutions to conflicts and grievances among the people, proactively assisting the public, and mobilising support for vulnerable and disadvantaged groups will help consolidate and further promote the strength of the great national unity bloc in national construction and development. The 14th National Congress has set the goal that by 2045, Vietnam will become a developed, high-income country, a socialist nation that is peaceful, independent, democratic, strong, prosperous, civilised and happy. Fully aware of this noble responsibility, the People’s Public Security Force must continue to enhance its contributions, create a solid foundation for development success, and regard the requirement for strong renewal in thinking and decisive, breakthrough and effective action as an urgent task for every officer and soldier.

One of the requirements set by Party General Secretary To Lam for the People’s Public Security Force, as stated at the 8th Congress of the Central Public Security Party Committee, is that the force must firmly consolidate a peaceful and stable environment and build a disciplined, orderly, safe and healthy society, thereby creating a foundation for the successful implementation of the Resolution of the 14th National Congress and the Party’s two strategic goals. How is this objective being translated into concrete actions by the Ministry of Public Security?
Minister Luong Tam Quang: The People’s Public Security Force will closely monitor developments and maintain a firm grasp of the situation, promptly advising the Party and the State on both external and internal affairs, contributing to the achievement of double-digit economic growth targets and the establishment of a new growth model, while avoiding strategic passivity and turning challenges into opportunities for development.
The force will firmly safeguard national security, strengthen the protection of regime security, political system security, cultural and ideological security, economic security, cybersecurity and data security, as well as the safety of key leaders, the pillars of the political system, and elites in science and technology. Potentially complex factors affecting security and order will be addressed proactively, ensuring that no passivity or surprise arises.
At the same time, the force will proactively identify and firmly protect security in emerging spaces and fields, and effectively combat new methods and tactics employed by criminals. Efforts will be made to ensure that 50 percent of communes nationwide and 18 localities are free from drugs, moving towards the goal of a society without crime.
The force will also focus on building a culture of respect for the law and a culture of traffic safety. In parallel, Vietnam will actively participate in addressing global issues, strengthen international cooperation in implementing the Hanoi Convention, and work towards making Vietnam a hub for cooperation against cybercrime in the Asia-Pacific region.
At the beginning of the new year, which is also the first year of implementing the Resolution of the 14th National Congress, what message would you like to convey to officers and soldiers of the People’s Public Security Force, as well as to agencies, sectors and people nationwide, in jointly building a prosperous country and a society that is increasingly developed, peaceful and happy?
Minister Luong Tam Quang: On the occasion of the 2026 Lunar New Year, which also marks the first year of implementing the Resolution of the 14th National Congress, I would first like to express my profound gratitude for the tireless efforts, readiness for sacrifice and the spirit of “For the country, forgetting oneself; for the people, devoted service” demonstrated by all officers and soldiers of the People’s Public Security Force.
I sincerely thank the Party and the State for their leadership and direction, the close coordination and cooperation of the Vietnam People's Army, ministries, sectors and localities, as well as the great support and assistance of the people and international friends in the cause of safeguarding security and order in recent years.
I firmly believe that, under the leadership of the Party, building on the heroic tradition of more than 80 years of construction, combat and growth, and with the close coordination of agencies and localities and the strong support of the people and international partners, the entire People’s Public Security Force will overcome all difficulties and challenges and successfully fulfil the noble mission entrusted by the Party, the State and the people: protecting the Party, the State and the people; creating a solid foundation for the successful implementation of the Resolution of the 14th National Congress and the Party’s strategic orientations; and contributing to the successful building of a strong, prosperous, civilised and happy Vietnam.
