At the meeting, both sides discussed strengthening cooperation in Vietnam’s priority projects, including infrastructure connectivity, logistics capacity building and socio-economic development. Vietnamese Prime Minister Pham Minh Chinh said Vietnam has set a growth target of 8.3-8.5% in 2025 and aims for double-digit expansion in the following years, underlining a strong demand for capital.

Vietnamese Prime Minister Pham Minh Chinh noted that Vietnam’s public debt has remained within safe limits and fallen sharply, from 55.9% of GDP in 2020 to 34% in 2024. He urged the AIIB to prioritize support for two key projects: the Lao Cai-Hanoi-Hai Phong railway linking Vietnam with China, and a power grid connection between Vietnam and ASEAN countries.

Vietnamese Prime Minister Pham Minh Chinh called on the bank to provide direct financing for major infrastructure projects and to extend favorable loan conditions to both state-owned and private enterprises. The Vietnamese Prime Minister also invited AIIB President Jin Liqun to visit Vietnam in September 2025 for further discussions with local partners.
AIIB President Jin Liqun congratulated Vietnam on its socio-economic achievements, expressing admiration for the country’s rapid progress in income growth compared with other developing economies. He voiced confidence that with sound macroeconomic policies and effective mobilization of external resources, Vietnam would reach its double-digit growth target.
