
Vietnam ready for nationwide rollout of E10 biofuel gasoline

According to information from the Vietnam Oil and Gas Group’s Binh Son Refining and Petrochemical Joint Stock Company (BSR), the company has successfully delivered its first 12,000-cubic-meter shipment of E10 RON95 gasoline by sea from the Dung Quat Refinery terminal to Thanh Le Import-Export Trading Corporation.

The shipment represents more than a commercial transaction, reflecting the company’s readiness to organize large-scale production, blending and distribution of biofuel gasoline. Prior to delivery, BSR had completed the blending of approximately 18,000 cubic meters of E10 RON95 gasoline, which was certified by Quality Assurance and Testing Center 2 (QUATEST 2) as compliant with the national technical regulation QCVN 01:2022/BKHCN.
The arrival of the Au Lac Eagle vessel at Dung Quat Port to receive the cargo also demonstrates that logistics systems, loading infrastructure and transportation arrangements have been comprehensively prepared. As the biofuel market gains momentum, marine transportation capability will significantly expand BSR’s supply reach instead of relying primarily on road transport as in the past.
Le Hai Tuan, Deputy Director of Dung Quat Refinery, said the refinery is currently operating at optimal capacity to produce petroleum products, including RON95 gasoline blended with E100 fuel ethanol to create E10 RON95 products for commercial distribution. According to Tuan, BSR has proactively reviewed its entire storage, tank, blending and loading systems to strengthen marine supply capability.
Notably, including both road and marine transport, BSR plans to produce and distribute between 80,000 and 100,000 cubic meters of E10 RON95 gasoline per month from May 2026 onward. Of that volume, road transportation is expected to account for around 15,000-20,000 cubic meters per month, while the remainder will mainly be shipped by sea.
On the distribution side, Vietnam Oil Corporation (PVOIL) has also demonstrated large-scale preparations for E10 gasoline trading. As of May 15, 2026, nearly 1,000 PVOIL fuel stations nationwide have officially begun selling E10 biofuel gasoline.
The entire retail network has completed technical reviews covering storage tanks, fuel dispensers, pipelines and measuring equipment. Tank cleaning, leak inspections and equipment compatibility assessments for E10 gasoline have also been conducted to ensure safety and product quality.
Beyond retail operations, PVOIL has proactively converted its blending infrastructure from E5 to E10, upgrading storage systems, technology pipelines and ethanol storage capacity. The company’s current E10 blending capacity has reached nearly 4 million cubic meters per year, sufficient to supply its entire network and other distributors if needed.
In practice, PVOIL began pilot sales of E10 gasoline in August 2025 in Hanoi and Hai Phong before expanding to additional localities. By May 13, 2026, the company had already introduced E10 gasoline at 715 fuel stations. Operational results showed that the product met all technical requirements, operated stably in vehicles and was gradually gaining consumer acceptance.
Another major fuel distributor, Vietnam National Petroleum Group (Petrolimex), is also stepping up efforts to bring E10 gasoline to the market. Since August 2025, Petrolimex has sold E10 gasoline in Hanoi, Ho Chi Minh City and Hai Phong. The company currently operates seven major E10 blending facilities in Quang Ninh, Nghe An, Da Nang, Van Phong (Khanh Hoa), Ho Chi Minh City, Can Tho and several other locations, with total capacity sufficient to meet the entire first-phase demand of its system, estimated at more than 5 million cubic meters, while also supporting other wholesalers if necessary.
According to representatives of fuel distributors, after more than eight months of E10 sales in Ho Chi Minh City, Hanoi and Hai Phong, no incidents or consumer complaints related to E10 quality have been recorded. This is viewed as evidence of the fuel’s safety for engines, the issue that has generated the greatest consumer concern.
Behind the accelerated efforts of BSR, Petrolimex and PVOIL is not a series of isolated initiatives, but rather the coordinated operation of a relatively integrated value chain within the broader Petrovietnam ecosystem.
Policies and infrastructure aligned to pave the way for E10Alongside businesses, regulators are also accelerating efforts to remove remaining bottlenecks for the nationwide rollout of E10 gasoline.
The Ministry of Industry and Trade is currently submitting a draft resolution to the Government aimed at addressing obstacles related to infrastructure, pricing mechanisms and ethanol supply for the implementation of E10 gasoline from June 1, 2026.
Under the draft resolution, E10 RON95-III gasoline would be included in the calculation and announcement of the benchmark price used for fuel price management. The ministry has also proposed that the Ministry of Finance study adjustments to the special consumption tax and environmental protection tax to create a more attractive price gap between biofuel gasoline and conventional gasoline.
At the same time, the Agency for Domestic Market Surveillance and Development under the Ministry of Industry and Trade has issued Official Dispatch No. 1525/TTTN-NV to provincial and municipal Departments of Industry and Trade regarding supervision and inspection of E10 implementation in line with Circular No. 50/2025/TT-BCT dated November 7, 2025.
According to the agency, E10 deployment must be carried out synchronously and effectively to avoid delays or supply disruptions that could affect the fuel market.
From now until May 31, 2026, the Ministry of Industry and Trade has requested local Departments of Industry and Trade to strengthen communication efforts and raise awareness among fuel businesses regarding compliance with the E10 transition roadmap. Authorities are also tasked with widely promoting the safety and benefits of E10 biofuel gasoline to build public consensus.
At the same time, localities have been instructed to closely supervise fuel retailers and urge them to quickly complete technical upgrades, including storage tanks and fuel dispensers, to ensure conversion to E10 trading in accordance with the roadmap. The ministry requires fuel retailers to fully implement the transition from June 1, 2026, without delays or supply interruptions.
Starting June 1, 2026, market surveillance authorities will coordinate with relevant authorities to intensify inspections of fuel retail stations nationwide. The Agency for Domestic Market Surveillance and Development has called for strict penalties against violations such as selling gasoline inconsistent with the mandated fuel type roadmap, hoarding to create artificial shortages, suspending sales without legitimate reasons, using unclear fuel labeling at pumps, imposing unreasonable price increases or committing other legal violations.
Current preparations indicate that the E10 roadmap is being advanced with greater determination than before. With this momentum, E10 gasoline appears ready to move beyond the pilot phase toward full-scale nationwide commercial deployment on schedule from June 1, 2026.
