According to the Vietnam News Agency (TTXVN), within the framework of the state visit to Laos, on the morning of February 5 in Vientiane, General Secretary To Lam and General Secretary and President of Laos Thongloun Sisoulith witnessed the exchange of cooperation documents aimed at further strengthening cooperation and contributing to consolidating and further enhancing the great friendship, special solidarity, comprehensive cooperation, and strategic linkage between Vietnam and Laos.

The cooperation documents include: a Memorandum of Understanding between the Ministry of Education and Training of Vietnam and the Ministry of Education and Sports of Laos on the establishment of a Vietnam University in the Lao People’s Democratic Republic; a handover record of Vietnamese-language textbook sets and product sets under the project “Introducing the contents of products from the historical works on the special Vietnam-Laos and Laos-Vietnam relationship into teaching in schools of both countries”; the 2026 cooperation program between the Ministry of Justice of Vietnam and the Ministry of Justice of Laos; a Memorandum of Understanding on cooperation between the People’s Committee of Phu Tho Province and Luang Namtha Province; a Memorandum of Understanding between the People’s Committee of Phu Tho Province and Bokeo Province; and a Memorandum of Understanding between the People’s Committee of Phu Tho Province and Luang Prabang Province.

The agreement between the two sides to deepen the substance of the “strategic linkage” has created a new guiding framework, bringing cooperation into a stage of deeper development and closer alignment between political vision and development interests.

Bilateral cooperation has shifted from breadth to depth, with a focus on practical effectiveness and concrete results. Inter-sectoral coordination mechanisms are maintained regularly, helping to promptly address difficulties and accelerate the implementation of high-level agreements and major cooperation programs.

Taking place in the early days of the new terms of the top leadership of both Parties and States, the visit holds important guiding significance, demonstrating political determination to link strategic vision with specific action programs, and to connect development aspirations with practical effectiveness.

This serves as a solid political foundation for Vietnam-Laos relations to continue developing in depth, improving effectiveness and sustainability, in line with the stature of the special relationship and the trust and expectations of the peoples of both countries.
