The agreement was reached during high-level talks in Hanoi on September 9 between Vietnamese Party General Secretary and President To Lam and his visiting Mozambique President Filipe Jacinto Nyusi.
Both sides highly appreciated the positive progress in bilateral economic cooperation, considering Movitel, a telecommunications joint venture between Vietnam’s military-run telecoms giant Viettel and its Mozambique partner SPI in Mozambique, a success story. This project has been making significant contributions to economic development and bringing numerous benefits to the people of both countries.
Nyusi expressed his desire for businesses from both sides to actively explore and research additional pioneering projects similar to the Movitel model in the future.
The two sides agreed to continue facilitating the entry of each other’s key products such as agricultural products, textiles, seafood, and coal into their respective markets. They will also explore the possibility of expanding joint venture models into areas like investing in cashew nut processing lines and building seafood processing plants in Mozambique.

Nyusi praised Vietnam’s achievements in agriculture and expected the Southeast Asian state to support Mozambique in developing its agricultural sector. He also called for collaboration on trilateral agricultural projects based on the successful trilateral model Vietnam has implemented with other African countries.
To effectively harness each side’s potential and strengths, both parties agreed to expand cooperation in education, training, and expertise.
Nyusi particularly commended Vietnam’s medical experts not only for their clinical skills but also for their contributions to training and enhancing the capabilities of Mozambique’s local healthcare workforce.
To implement the commitments, both sides agreed to further enhance the effectiveness of bilateral cooperation mechanisms such as the Intergovernmental Committee, political consultations, and to advance negotiations and sign bilateral agreements in areas of digital transformation, education - training, and economic development.
They vowed to continue to coordinate closely and support each other at international and regional forums, including the Association of Southeast Asian Nations (ASEAN), the African Union (AU), and the Southern African Development Community (SADC).
Regarding the East Sea issue, both parties stressed the importance of ensuring security, safety, and freedom of navigation and overflight in the regional waters, as well as of resolving disputes through peaceful means in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
To Lam said strengthening the traditional relationship between the Communist Party of Vietnam and the Mozambique Liberation Front (FRELIMO) serves as a foundation for the development of bilateral relations, through maintaining theoretical research activities, exchanging experiences, and supporting personnel training.
He expressed his belief that Nyusi’s visit would provide fresh impetus to further enhance and deepen the traditional solidarity, cooperation, and friendship nurtured and continuously developed by the leaders and people of the two countries over the years.
