Addressing the event, the Prime Minister stressed that the large-scale economic and social infrastructure projects inaugurated and launched over recent years clearly demonstrate the vision, strategic thinking and aspirations of the Vietnamese people and nation.
In the transport sector, nearly 3,200km of expressways have been completed and technically opened nationwide, including the eastern North-South expressway, east-west expressways, along with 325km of interchanges and access roads and more than 1,700km of coastal roads. Other major facilities have also come into operation, such as the reception of the first flight at Long Thanh airport and the inauguration of the National Exhibition and Convention Center.
In energy, a series of key projects have been completed and put into operation, including the 500kV circuit 3 transmission line from Quang Binh to Hung Yen, Thai Binh 2 thermal power plant, Nhon Trach 3 and 4 LNG-to-power projects, and the Hoa Binh hydropower plant expansion.

In healthcare and social welfare, several major hospitals have been brought into use, notably the Bach Mai Hospital (facility 2), Viet Duc Hospital (facility 2), and Hue Central Hospital.
Alongside completed projects, a number of long-term, forward-looking developments have also been launched, laying foundations for future growth. These include the Gia Binh airport megaproject; major coastal-oriented projects such as Hon Khoai port and Can Gio urban area; urban railways, international railway links, and preparations for the North-South high-speed railway.
Several century-scale projects are also being implemented, including the Red River landscape boulevard, the Olympic sports village, the Hoa Phat Dung Quat rail and special steel manufacturing plant, and infrastructure serving APEC 2027 in Phu Quoc.
“The infrastructure projects launched and inaugurated in recent times and at today’s ceremony embody the aspiration of the Vietnamese people and nation to ‘reach out to the great sea, delve deep into the earth, and soar high into space’,” Prime Minister Pham Minh Chinh affirmed.
Five affirmations, five guarantees
Prime Minister Pham Minh Chinh noted that the projects completed and launched represent crucial foundations for building a synchronized, modern infrastructure system capable of meeting national development requirements in a new era. They serve as key links in shaping a peaceful, stable, integrated, prosperous and happy Vietnam, steadily advancing toward socialism.
He said the projects, implemented across regions and sectors, affirm strategic vision and execution capacity at all levels; mark significant progress in building strategic infrastructure; reaffirm the policy of public investment leading and activating private investment; and highlight the central role of people and businesses, alongside the spirit of self-reliance and resilience.
On behalf of the Government, the Prime Minister expressed gratitude to the Party Central Committee, the Politburo and the Secretariat for their leadership, as well as the engagement of the entire political system, public support, the business community and international partners. He commended ministries, local authorities, investors, contractors, consultants, engineers and workers nationwide.
He also thanked people for their consensus and land handover for resettlement, and acknowledged domestic and foreign enterprises for investing with the spirit of harmonized benefits and shared risks.
Drawing six major lessons from practice, the Prime Minister urged authorities to further promote achievements and focus on “five guarantees” in infrastructure investment, ranging from institutional improvement, resource assurance and site clearance to effective capital use and maximizing project efficiency for fast and sustainable development.
The Government and the Prime Minister pledged to continue playing a central, facilitative role to ensure projects are implemented in a synchronized, efficient manner, meeting requirements for progress, quality, safety and legal compliance.
“The Government and the Prime Minister remain committed to creating the most favorable conditions for key projects to be carried out on schedule, with assured quality, safety, technical standards, aesthetics and environmental hygiene in line with the law,” he emphasized.
The Olympic sports urban complex covers more than 9,171ha, with total investment estimated at around VND 925.000 billion, making it the largest urban project in Vietnam, spanning 11 communes.
The project is planned into four functional zones aimed at developing a sports-oriented and service-based urban area anchored by an international-standard sports complex, enhancing Hanoi’s position on the regional and global sports and cultural map and creating sustainable growth momentum for decades.
At the heart of the complex is a national-level facility, the Trong Dong stadium, covering 73.3ha with a capacity of up to 135,000 seats. It is designed to meet FIFA standards and is expected to become the world’s largest stadium featuring an automatic retractable roof.
