Politburo issues Conclusion No. 14-KL/TW to ensure stable fuel supply and prices nationwide

On March 20, the Politburo issued Conclusion 14 to ensure stable fuel supply and prices, directing agencies to monitor markets and support domestic production.

On behalf of the Politburo, Politburo member and Standing Secretary of the Party Central Committee Tran Cam Tu signed Conclusion No. 14-KL/TW on March 20 regarding measures to ensure a stable supply and pricing of fuel in the new context.

The content of Conclusion No. 14-KL/TW is as follows:

At the meeting held on March 20, 2026, after reviewing reports from the Government Party Committee and relevant agencies on the situation of petroleum prices in connection with the conflicts in the Middle East and other regions worldwide, the Politburo concluded as follows:

First, the Standing Committee of the Government Party Committee is assigned to urgently lead and direct relevant agencies to closely monitor and forecast developments in global fuel supply, demand, and pricing to proactively develop effective response scenarios. Consideration should be given to immediate use of fiscal policy tools (taxes, fees, expenditures, budget advances), monetary policy instruments (interest support, loans, foreign currency demand), price management policies, and trade policies. Measures should be combined with enhanced inspection and supervision to tighten anti-smuggling controls, strictly manage key market actors and traders, and strictly handle hoarding, profiteering, and commercial fraud.

The public is encouraged to conserve consumption to ensure a stable domestic supply and minimize price fluctuations of raw materials and fuel that could negatively impact business operations, the livelihood of the people, macroeconomic stability, and social order. Agencies should promptly report issues requiring higher-level guidance and accelerate the formulation of a national strategy for long-term supply and reserves of raw materials and fuel.

Second, Party Committees of the Ministry of Foreign Affairs, Ministry of Industry and Trade, and Ministry of Finance are tasked to lead and direct agencies to proactively and actively engage with foreign partners, creating favorable conditions for domestic enterprises to purchase raw materials and fuel, ensuring supply for production and business activities.

Third, the Central Propaganda and Mass Mobilization Department is assigned to direct media agencies to provide appropriate information to maintain market confidence.

Party committees at central and local levels are required to lead and direct their agencies, organizations, sectors, and subordinate units to thoroughly implement the Party Central Committee and Politburo’s guidelines on socio-economic development and national defense security. All are urged to unite and overcome difficulties, remain steadfast and persistent in achieving the target of double-digit economic growth in 2026 and subsequent years, contributing to the successful implementation of resolutions of Party congresses at all levels.
