To protect lives and minimize damage to public and private property, the Prime Minister asked chairpersons of the people’s committees of Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Thua Thien - Hue, Ninh Binh, Hung Yen, Phu Tho, Son La, Lao Cai, Tuyen Quang, Lai Chau, and Dien Bien provinces to closely monitor the situation in affected areas. Local authorities must ensure that evacuated residents do not return home until safety is fully guaranteed. Based on actual conditions, localities are to decide on the timing and provide assistance for residents to return once areas are deemed safe.

The Prime Minister stressed the need for resolute implementation of post-storm flood prevention and response measures, particularly against the risks of flash floods, landslides, and unsafe dams. Local authorities are required to thoroughly evacuate residents from dangerous zones, especially those prone to deep flooding, riverside or mountainous areas at high risk of flash floods or landslides. At the same time, they must ensure the provision of essential supplies, including food, drinking water, clothing, and other necessities for evacuees.
The Prime Minister underscored the importance of strengthening public communication and warnings, urging people to limit travel during severe weather conditions. Localities must deploy forces to man checkpoints and guide residents, preventing movement across flooded fords, submerged areas, or zones threatened by landslides and fast-flowing water. Provincial leaders are to assign senior officials to remain on duty around the clock and direct response efforts at the grassroots level, particularly in villages likely to be isolated.
The Prime Minister requested strict management and safe operation of irrigation and hydropower reservoirs and dikes, with proactive contingency plans to avoid passivity or surprise. Forces, vehicles and equipment must be ready and pre-positioned in vulnerable areas to promptly conduct search and rescue missions. Regular inspections and controlled reservoir discharges must be ensured to prevent dam breaches or overflow incidents.Immediately after the storm and floods, localities must urgently address the aftermath by assisting households in repairing damaged homes, schools, and medical facilities; restoring electricity, telecommunications and clean water supplies; and stabilizing production, especially agricultural activities.
The Prime Minister assigned the Ministry of National Defense and the Ministry of Public Security to direct the military and police forces in affected areas to proactively coordinate with local authorities and assist residents in response and recovery efforts. The Ministry of Industry and Trade was asked to instruct the Vietnam Electricity Group (EVN) and relevant units to ensure the safety of hydropower reservoirs and promptly repair power grid failures. The Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment are to continue providing timely forecasts and coordinate with localities to ensure the safety of dikes and reservoirs. Meanwhile, the Ministry of Construction is tasked with supporting localities in addressing landslides and reopening major transport routes, particularly along key traffic corridors.
