A0 (NSMO) transferred to Ministry of Industry and Trade

(VEN) - On August 12, in Hanoi, a ceremony was held to transfer the National Load Dispatch Centre (A0), which has recently been named the National Power System and Market Operation One Member Limited Liability (NSMO), from the Commission for the Management of State Capital at Enterprises (CMSC) to the Ministry of Industry and Trade (MoIT) for management.

Attending the handover ceremony were Minister of Industry and Trade Nguyen Hong Dien, CMSC Chairman Nguyen Hoang Anh, CMSC Deputy Chairman Ho Sy Hung, CMSC Deputy Chairman Nguyen Canh Toan, Vietnam Electricity (EVN) Chairman of Members’ Council Dang Hoang An, EVN General Director Nguyen Anh Tuan, in addition to representatives from the Government Office, various departments and agencies of the Ministry of Industry and Trade, the Ministry of Planning and Investment, the Ministry of Labor, Invalids and Social Affairs, the Ministry of Finance, the Ministry of Justice, the Ministry of Home Affairs, the Ministry of Public Security, Vietnam National Oil and Gas Group, and Vietnam National Coal and Mineral Industries Group.

NSMO had a charter capital of VND776 billion at the time of its establishment and is responsible for managing the national power system and overseeing electricity market transactions in accordance with the Electricity Law and related regulations.

NSMO takes over the entire workforce of A0 from EVN as of August 1, 2024, including A0’s management apparatus. The leadership and management team of A0 is assigned to corresponding leadership positions within NSMO.

NSMO inherits all legal rights, obligations and interests of A0 that are implemented by A0 and EVN in accordance with the law.

Following the Prime Minister’s guidance, the MoIT, CMSC, and related units have completed necessary procedures to ensure a smooth transfer process without disrupting A0’s operations.

At a meeting on August 6, Minister Nguyen Hong Dien urged relevant units of the MoIT, CMSC, EVN, and A0 to implement the Government’s directives, ensuring legality, continuity, and efficiency. He emphasized that any issues should be promptly reported to the lead agency. He called for strengthening coordination to achieve the goal of ensuring national energy security.
