Industrializing and modernizing agriculture and rural areas is a major policy of the Party and the State. In recent years, the MoIT has made significant contributions to realizing this policy.
At the seventh session of the 15th National Assembly, Minister of Industry and Trade Nguyen Hong Dien said that the MoIT has advised on the issuance of Decree 32/2024/ND-CP on the management and development of industrial clusters to replace outdated regulations, contributing to economic restructuring in rural areas.
The MoIT has implemented incentive programs to support industrial development in rural areas, helping mechanical and local industrial enterprises apply technology to production. The ministry has carried out the tasks assigned to it under national target programs and the national industry promotion program.

According to Minister Dien, the MoIT’s efforts have yielded positive results. Specifically, over 90 percent of rice milling and polishing machines and dryers are manufactured by domestic enterprises, and some are even exported. Processing and preservation have helped increase the value of agricultural products by 8-10 percent per year. Industrial clusters have contributed to economic and labor restructuring in rural areas.
However, Minister Dien indicated certain problems facing rural industries, including the issue of land consolidation for agriculture, small scale of production and unstable quality of products used for processing.
The MoIT will continue to improve industry promotion policies to serve agriculture and rural development. Specifically, it will encourage large-scale production, establish a foundation for widespread agricultural mechanization, create raw material areas, and provide favorable conditions to attract investment in agriculture and rural areas.
The focus will be on research and development of new technologies in the food processing industry to create high-value products. Deep processing of key agricultural products will be intensified to increase their added value. Policies will be adjusted to support the establishment of large-scale industrial parks serving agriculture.
To attract investment in remote areas, Minister Dien said that developing raw material areas is crucial. He proposed that local Party committees and authorities make planning schemes to establish raw material areas. In his opinion, it is necessary to apply new technologies to the entire production process to ensure that agricultural products are green, clean and of high quality.
