In particular, according to the provincial planning for the 2021-2030 period, with a vision to 2050, Hoa Binh has planned 38 ICs with a total area of 2,209.03 hectares, including 17 existing ICs and 21 additional ICs. Currently, 15 out of 21 ICs have been approved by the Provincial People’s Committee to set up, covering 705.05 hectares, with the total investment capital for building technical infrastructure of VND5.394,5 trillion.
According to Liem, the construction of these ICs has created space to attract investors and manufacturers inside and outside of the province, contributing to increasing production capacity, accelerating the local socioeconomic development, and modernization of rural industry.
However, the development and management of Hoa Binh ICs still encounter roadblocks and difficulties, including site clearance, land recovery, and resettlement, with cleared areas accounting for only 23.69 percent; prolonged time for investors to complete procedures on construction, affecting the attraction of secondary investors in the ICs, and most industrial clusters have not planned resettlement areas for people when their land is recovered for industrial development.
Leaders of the Hoa Binh Provincial People’s Committee emphasized that Decree No.32/ND-CP on Industrial Cluster Management and Development will help solve an important part of the above problems. Therefore, they asked the Ministry of Industry and Trade to issue a circular guiding the implementation of this decree soon.
In addition, they requested that relevant agencies of all levels strengthen the review of legal regulations relating to policies on land, compensation and site clearance... to ensure consistency and in compliance with practices; study and propose additional mechanisms, policies, solutions for more effective implementation in compensation and site clearance work at ICs.
