Hung Yen Province accelerates industrialization

(VEN) - In recent years, the economy of Hung Yen Province has maintained a relatively high growth rate, thanks to breakthrough socioeconomic development solutions. Hung Yen is striving to become a modern, rapidly developing, and sustainable industrial province.

In order to fulfill the objectives set out in the 19th Party Congress Resolution, the Provincial Party Committee and the Standing Board of the Provincial Party Committee have directed the implementation of three strategic breakthrough stages, as well as key tasks, solutions, and measures. They have issued 37 resolutions, 46 instructions, 676 conclusions, 36 programs, five plans, and two projects, along with plans to put these resolutions into practice. With a spirit of unity, solidarity, and high political determination, Hung Yen Province has achieved significant and comprehensive results during the first half of the existing tenure. So far, the province has achieved or exceeded the targets set forth in the Resolution of the Provincial Party Congress in 19 areas, including socioeconomic development, Party building, political system development, and environmental protection.

During the 2021-2023 period, the provincial economy has experienced a rapid recovery and significant development, with the annual economic growth rate reaching 9.81 percent, surpassing the target set by the Party Congress of 7.5-8 percent. The local budget revenue has also increased rapidly, reaching VND51.4 trillion in 2022 and an estimated VND33.1 trillion in 2023. Throughout the province, 93 communes have met the criteria for advanced new-style rural areas, and 22 communes have met the criteria for model new-style rural areas. The goal is to have all 139 communes meet the criteria for advanced new-style rural areas by 2025.

The transportation infrastructure in Hung Yen Province has been a focus of investment and has been improving to promote regional and interregional connectivity with key projects such as phrase 2 of the road connecting the Hanoi - Hai Phong expressway and the Cau Gie - Ninh Binh expressway, and the upgrade and expansion of the Hung Yen Province section of the Hanoi - Hung Yen interprovincial road. Furthermore, the province is investing in Ring Road 4 in the Capital Region, the road connecting cultural and tourism heritage sites for economic development along the Red River, and the Tan Phuc - Vong Phan road. Additionally, there have been significant efforts to construct new roads, fix and upgrade approximately 700km of district, commune, and hamlet roads to improve the overall transportation network in the province.

Administrative reform has been carried out resolutely, contributing to cost savings and reducing the time required to process administrative procedures for citizens and businesses, helping improve the investment and business environment. In 2022, Hung Yen Province ranked 14th out of 63 provinces and cities in the Provincial Competitiveness Index. It also ranked 11th in terms of administrative efficiency and governance, 12th in terms of administrative reform, and sixth in terms of citizen satisfaction with the services provided by state administrative agencies.

Hung Yen Province has paid special attention to infrastructure investment in industrial zones (IZs), investment attraction and business development. From the beginning of 2021 to June 2023, the province received approval from the Prime Minister to invest in an additional six IZs and to add two IZs to the Vietnam Industrial Zone Planning. This brings the total number of its IZs to 17, covering an area of 4,395ha. The province has established 26 industrial clusters, with a total area of 1,256ha. Construction has commenced for three industrial clusters (ICs), while efforts are underway to clear land for eight ICs and expedite investment procedures for other ICs.

Thanks to maintaining a high economic growth rate, significant increases in budget revenue, and breakthroughs in improving the investment and business environment, Hung Yen Province has attracted a substantial amount of resource for development during the 2021-2023 period. By October 2023, it had attracted an additional 230 new investment projects, bringing the total number of valid projects to 2,182, with a registered capital of VND323 trillion and US$6.76 billion. Of these, 1,485 projects have been put into operation.

Hung Yen has paid significant attention to poverty reduction and ensuring social welfare. In 2023, the province had 683 poor households and 139 households of Agent Orange victims approved for support in building new houses or repairing existing ones. Currently, the poverty rate is approximately 0.9 percent, and the province aims to further reduce it to below 0.5 percent by the end of 2025.

Entering the second half of the 2023-2025 term, to celebrate the establishment of Hung Yen Province, the 80th anniversary of the Provincial Party Committee, and the 25th anniversary of the province’s reestablishment, Hung Yen will effectively implement a range of tasks and solutions. This includes a focus on leadership and successful implementation of specific programs and projects related to three strategic breakthroughs: 1) planning and improving the business environment; 2) development of socioeconomic infrastructure with a focus on transportation; and 3) human resource and personnel management.

The effective implementation of Hung Yen Province’s planning for the 2021-2030 period, with a vision towards 2050, is closely linked to the reorganization of administrative units at the district and commune levels. The province will concentrate resources to invest in the development and upgrading of its socioeconomic infrastructure in a comprehensive, synchronized, modern, and efficient manner that aligns with development trends, creating a breakthrough in transport infrastructure.
