Thai Binh Province develops green industrial zones

(VEN) - The Red River Delta province of Thai Binh is promoting the development of industrial clusters in a bid to achieve the targets of its plan for industry and trade development in the 2021-2025 period.

Industrial clusters have contributed significantly to the development of the provincial industrial sector in recent years. Industrial zones (IZs) and industrial clusters (ICs) have attracted investment from various economic sectors, contributing to local socioeconomic development and economic restructuring, enhancing the effectiveness of land use and generating jobs for rural workers.

In the first 10 months of 2023, the industrial production value of Thai Binh Province was estimated at more than VND81 trillion, up 8.9 percent year-on-year. The October 2023 production index of major industrial products was higher compared with that of October 2022. For example, the production index of ammonium nitrate tripled; electricity for production up 80 percent; cotton towels up 6.9 percent; safety air bags up 73 percent; non-alloy iron and steel bars up 28 percent.

So far, Thai Binh has completed the site clearance for developing nine IZs and 49 ICs with a total area of nearly 3,000ha. While 28 ICs are partly or entirely managed at the district level, infrastructure investors manage the entire area or the extension of 36 ICs.

To reach the targets outlined in the province’s industry and trade development plan for 2023 and the 2021-2025 period, the provincial Department of Industry and Trade is coordinating with relevant agencies to implement major tasks and solutions, including the development of IZs and ICs. Tran Huy Quan, Director of the Thai Binh Department of Industry and Trade, highlighted the need to effectively manage IZs and ICs as well as the necessity of applying suitable policies to attract investment in the construction of infrastructure for IZs and ICs. It is also necessary to accelerate administrative reform along with efforts to improve the local investment and business environment. For its part, the State should put in place appropriate mechanisms to facilitate the application of modern and environment-friendly technologies. Businesses should be supported in trade promotion activities, joint ventures and worker training.

The planning and development of each IZ/IC should be based on detailed analyses of the potential, advantages and difficulties facing the locality where the IZ/IC is located to ensure its ability to attract investment. Notably, it is necessary to build linkages between ICs and regional linkages to help IC-based businesses create value chains and facilitate the management of their environmental impacts.

ICs should attract investment from businesses, production households and craft villages to deal thoroughly with the problem of environmental pollution in residential areas. While planning ICs, it is necessary to ensure the sufficiency of housing as well as social security and welfare for IC workers.
