MoIT’s management of food safety contributes to more complete policy

(VEN) - The Ministry of Industry and Trade (MoIT) with its responsibilities assigned by the National Assembly in the Law on Food Safety and assigned by the Government in Decree No.15/2018/ND-CP, has effectively strengthened State management of the food safety issue.

The Food Safety Law was passed by the National Assembly on June 17, 2010 and took effect from July 1, 2011. This is the highest legal document regulating the rights and obligations of organizations and individuals in ensuring food safety; conditions to ensure safety on food production and trading, and food import and export; analyzing risks to food safety; preventing and handling incidents related to food safety; and promoting communication on food safety.

After the law and related documents were issued, the MoIT carried out a lot of works such as organizing seminars and training classes, compiling documents and promoting dissemination information in this field on the mass media. The enforcement of the Food Safety Law has been increasingly enhanced.

Basically, the documents guiding the implementation of the Food Safety Law issued by the MoIT ensure completeness and uniformity, not going contrary to the constitution, securing the consistency with other legal systems. The assignment and decentralization of responsibilities for state management of food safety in the industry and trade sector are clearly and more specifically stipulated, creating favorable conditions for production and business activities of enterprises.

The system of legal documents on food safety issued by the MoIT in the 2011-2023 period was basically in accordance with international treaties and agreements that Vietnam signed to participated in, consistent with the current legal system, in accordance with international standards and practices in the direction of innovation, improving the effectiveness and efficiency of State management. The legal regulations closely follow state management requirements on food safety, ensure feasibility, and therefore have created a comprehensive and relatively complete legal corridor to serve the management of food safety within the responsibility of the MoIT.

During the 2011-2023 period, the MoIT has submitted drafts to the Government for the promulgation of nine decrees; 15 circulars; three decisions and one national standard; at the same time coordinating with relevant ministries and sectors to develop five directives; three laws; and three decisions of the Prime Minister; eight decrees; and three joint circulars, and more to improve the effectiveness of state management on food safety assurance.

So far, the legal system on food safety under the management of the industry and trade sector has been relatively complete, promptly meeting the requirements of food safety management and administration under the market economy mechanism regulated by the State, actively contributing to market control, ensuring food safety, and meeting international integration requirements. The full promulgation of legal documents on food safety has resolved the lack of management mechanism and lack of uniformity in the previous legal systems on this field, creating favorable conditions for the development of businesses.
