Phu Tho Province suggests policy improvement

(VEN) - The Phu Tho Provincial Department of Industry and Trade has proposed that the relevant authorities amend and supplement industry promotion regulations and policies to improve the efficiency of industry promotion projects/programs.

Government Decree 45/2012/ND-CP on industry promotion has contributed to industrialization and modernization-oriented economic restructuring, job creation, rural worker income growth, new rural area construction, and cleaner production in rural industrial production establishments.

Industry promotion activities in the northern province of Phu Tho have been implemented in close compliance with the Government’s Decree 45/2012/ND-CP, Ministry of Industry and Trade’s Instruction 04/CT-BCT on strengthening industry promotion activities, as well as other regulations of the central and local governments. Through industry promotion projects/programs, the province directly helped many manufacturers develop production, apply advanced equipment and technology, and improve productivity and competitiveness. Industry promotion projects/programs have also helped develop different industries in the province, including tea and wood processing.

The situation has changed and industry promotion policies need to be improved and made more practical. The Phu Tho Provincial Department of Industry and Trade has proposed that the relevant authorities revise regulations to make it possible for secondary investors to invest in industrial production in industrial clusters, especially those in difficult areas. The department has also suggested that industrial cluster infrastructure development projects be listed among national industry promotion program beneficiaries.

According to the department, regulations and policies should be amended to encourage rural industrial establishments’ research and development, digitization, participation in e-commerce platforms and value chains, application of advanced management systems and productivity and quality improvement tools such as ISO and Kaizen, and movement to industrial clusters.

The department also proposed that the relevant authorities rebuild management and expenditure regulations in accordance with the new circumstance, adopt consistent regulations on organizational structure of industry promotion centers under Departments of Industry and Trade of provinces and centrally-run cities, as well as regulations on regional-, provincial-, district- and commune-level industrial promotion networks.
