MoIT reviews progress of 500kV line, circuit 3 projects

According to a report by the National Power Transmission Corporation (EVNNPT), by August 21, 2023, EVNNPT had submitted two projects (the 500kV line from the Nam Dinh 1 Thermal Power Plant to Pho Noi and the 500kV line from the Nam Dinh 1 Thermal Power Plant to Thanh Hoa) to the Ministry of Planning and Investment. The ministry has sent an official document for consultation with relevant ministries and localities to summarize the situation and report it to the Prime Minister. On August 18, the Ministry of Planning and Investment reported to the Prime Minister on the results of the appraisal and approval of the investment policies related to the 500kV Quang Trach - Quynh Luu and 500kV Quynh Luu - Thanh Hoa projects.

To implement the projects on schedule, EVNNPT has proposed that the Ministry of Industry and Trade (MoIT) report to the Prime Minister for approval of projects that are urgent construction works according to the provisions at Point b, Clause 1, Article 130 of the Law on Construction; approval of investment policies for projects before approving policies on the conversion of forest use purposes (CFUP), allowing the project investors to complete CFUP dossiers and submit them to the Ministry of Agriculture and Rural Development for appraisal and submission to the Prime Minister for approval.

At the meeting, representatives of the Electricity and Renewable Energy Authority, the EVN and the EVNNPT reported on the implementation of the 500kV line, circuit 3 projects; difficulties, problems, and solutions; proposals, and recommendations for projects to be implemented on schedule.

After listening to the opinions of the units, Minister Nguyen Hong Dien acknowledged and praised the efforts of EVN and EVNNPT together with the coordination and support from responsible units of the MoIT in the implementation of projects.

According to Minister Nguyen Hong Dien, the 500kV line, circuit 3, plays a particularly important role in connecting the inter-regional power grid, contributing to ensuring power supply for the North and ensuring energy security. He requested the investor to update and complete the Pre-Feasibility Study Report (PreFS) and gather opinions from the authorities before August 25, 2023, to submit them to the Prime Minister.

The Ministry of Agriculture and Rural Development should continue coordinating closely with localities which the 500kV transmission line runs through in order to resolve problems related to the conversion of forest and rice field use purposes. The investor should coordinate with the Ministry of Natural Resources and Environment to complete the report on environmental impact assessments of the projects for submission to the Prime Minister.

Minister Nguyen Hong Dien suggested that the Commission for the Management of State Capital at Enterprises continue coordinating closely with the MoIT and relevant ministries and sectors to constantly direct and urge investors to implement the projects, ensuring the assigned quality and schedule; study the proposals of the EVN and the EVNNPT on a specific mechanism to report them to the Prime Minister for consideration and decision because these projects are urgent and especially important. Minister Dien also requested the Electricity and Renewable Energy Authority, the Office of the National Steering Committee for Electricity Development to coordinate closely with the investor to implement all the related tasks in accordance with their functions in order to quickly complete project investment procedures.
