Drastic changes in Hanoi digital transformation

(VEN) - Hanoi City has identified digital transformation as a regular and continuous task for a city of 10 million residents.

According to the Hanoi Department of Information and Communications, the city's digital transformation since 2021 has seen drastic changes from awareness to actions at all of its sectors and state agencies and units of different levels.

Thanks to great determination and efforts, in the first half of 2023, Hanoi has achieved remarkable initial results as it is one of the first provinces/cities to connect successfully to the national population database to serve the reception and settlement of administrative procedures.

In just a short time, Hanoi has completed and put into use large systems, connecting the whole city such as Information and Reporting System, Document Management and Administration System and a general Information System to settle administrative procedures.

Regarding digital infrastructure, the main Data Center of Hanoi is going to be put into operation in the fourth quarter of this year.

Hanoi is also coordinating with businesses to focus on the free use of digital signatures for people at the one-stop departments, sectors, and people’s committees of districts and town. So far, the whole city has granted about 10,000 free digital signatures to Hanoi citizens to perform online public services.

Regarding data development, in 2023, Hanoi has also issued an Open Data List. Specialized data will be shared within State agencies and with citizens and organizations in the near future.

At a recent conference on reviewing information and communications work in the first half of 2023, Director of the city’s Department of Information and Communications Nguyen Viet Hung suggested leaders of divisions and units under the agency to strengthen collaboration, speed up the implementation of tasks assigned by the city related to information technology applications of state agencies, develop e-government towards digital government, continue to carry out plans of the Hanoi People's Committee on the development of post and telecommunications infrastructure to serve the city's digital transformation program.

Accordingly, Hanoi aims to have 100 percent of the eligible public administrative procedures be provided online at level 4, 80 percent of adults have smartphones, 50 percent of adults have digital signatures, 70 percent of people in the working age be trained with basic digital skills, and 90 percent of its population use electronic health records in 2025.

To achieve the set goals and tasks, Chairman of the Hanoi City People's Committee Tran Sy Thanh urged related units to clearly allocate tasks and build plans with progress to complete them. He also emphasized the determination to make changes from awareness to drastic actions of the heads of administrative agencies during the digital transformation process.
