Highlights in infrastructure development
In 2023, Hanoi asked the local Department of Transport to review the city’s traffic planning until 2030, with a vision to 2050 for updates into its general planning; advise and propose medium-term public investment portfolio in the 2021-2025 period, and key projects to solve traffic congestions.

Currently, the city has 238 public investment projects under construction, including 219 projects still underway from previous years and 19 newly-started projects, of which 96 projects are in the transport sector with a total investment of VND7.52 trillion, accounting for 53.1 percent of the capital volume. In addition to the newly-started Ring Road 4 project, so far major projects of the city in the 2021-2025 have been making good progress in line with schedules.
In order to speeds up progress of major traffic projects, on March 28, 2023, Chairman of the Hanoi City People’s Committee Tran Sy Thanh signed and promulgated Decision No.1814/QD-UBND on the adjustment of the public investment plan in 2023. Accordingly, it will cut VND4.240 trillion related to compensation and resettlement for affected households.
The city also decided to spend an additional VND4.240 trillion to allocate capital for tasks and projects, including the construction of the Ring Road 4 - Hanoi Capital Region with an estimated cost of VND3.840 trillion.
Breakthroughs expected in 2024
Recently, Chairman of the Hanoi City People’s Committee Tran Sy Thanh has also issued Directive No.11/CT-UBND on socioeconomic development plan and state budget estimate in 2024.

The Hanoi Chairman said that 2024 is of great significance, and is a breakthrough year to complete the five-year socio-economic development plan 2021-2025. To promote the achieved results, and at the same time overcome the shortcomings, limitations and weaknesses, creating a premise to facilitate socioeconomic development in 2024 and the following years, Chairman Tran Sy Thanh requested departments, agencies, people's committees of districts, towns, corporations directly under the city and agencies, and organizations using the state budget to develop their own socioeconomic development plans and state budget estimates for 2024.
In the directive, he emphasized the acceleration of major infrastructure projects, especially the Ring Road 4 - Hanoi Capital Region. This will be the basis for urban planning and development, creating an important traffic axis to promote strong development of sectorial and regional links, reorganizing population structure and economic development in the process of urban reconstruction and development, creating new impetus for the development of central and satellite urban areas (including districts and towns such as Soc Son, Son Tay, Hoa Lac, Xuan Mai, and Phu Xuyen), at the same time organizing traffic separation from afar to ease traffic pressure on the existing road system.
