Hanoi supports rural industry

(VEN) - Over the past years, Hanoi industrial promotion has affirmed its important role in promoting the development of the city’s rural industry, creating more jobs for local workers.

Talking numbers

In the 2012 - 2019 period alone, Hanoi organized 625 vocational training classes for nearly 22,000 rural workers, supported 110 participating rural industrial establishments to purchase new equipment for the application of advanced machines to production. The city also organized 18 trade fairs, and four exhibitions on the local handicrafts, and rural industrial products, etc.

As a result, the vocational training programs have increased the rate of Hanoi’s trained workers to over 40 percent, and created jobs for nearly 17,000 rural workers. Meanwhile, the support programs on the application of advanced machinery and equipment helped rural industrial production establishments improve product quality, labor productivity, and lower product costs. The fairs and exhibitions also attracted many importers and international visitors.

Acting Director of Hanoi Municipal Department of Industry and Trade Tran Thi Phuong Lan said that industrial promotion programs and policies have helped rural industrial establishments improve management capacity, expand production and business, and improve competitiveness in the market.

The economic structure in rural areas has shifted to the one with higher proportion of industry and services, promoted the potential and advantages of localities and facilitated their industrial and handicraft production in a sustainable way.

Despite the achieved results, the implementation of industrial promotion at the commune and district levels still faces difficulties in terms of geography, means of transportation and human resources. The support mechanisms and policies from the program have yet to meet the needs of enterprises and rural industrial production establishments. Some production facilities still show limited capacity to get access to science and technology, digital transformation…

The reason is that most enterprises and rural industrial production establishments are of small and micro scales with limited resources, and their products have low competitiveness. Meanwhile, the funding for industrial promotion remains restricted and, therefore, can only provide support for a certain number of rural industrial establishments and enterprises.

Connecting sustainable value chains

In the 2021 - 2025 period, the Hanoi industry and trade sector targets to support over 10,000 participating rural enterprises and industrial establishments in the city, create jobs for 60,000 - 70,000 rural workers, design more than 3,500 new samples of handicraft products for domestic and foreign markets, expand export markets for handicrafts, and recover the export turnover of handicraft products at an average growth rate of six to eight percent a year...

At the same time, it will take further actions to not only solve many important problems in rural areas such as poverty reduction, job creation, social security, but also aim at sustainable socio-economic development.

From 2012 to 2022, more than 3,790 participating rural industrial establishments in Hanoi enjoyed industrial promotion policies.
